\nOn 14 December 2010, the Council stated that it looked\nforward to receiving a Commission proposal that would allow for\nKosovos participation in Union programmes. Such participation\nis to be made possible by the conclusion of the\nAgreement.
\nThe aim of the Agreement is that the Union carry out\neconomic, financial and technical cooperation measures with Kosovo\npursuant to Article 212 of the TFEU.
\nIt is now necessary to conclude the Agreement on\nbehalf of the EU.
\nCONTENT: under this proposal, the Council is called\nupon to approve, on behalf of the European Union, the Framework\nAgreement between the European Union and Kosovo on the general\nprinciples for the participation of Kosovo in Union\nprogrammes.
\nKosovo shall be eligible to participate in the\nfollowing Union programmes:
\nProgrammes concerned:\nKosovo may participate in the following programmes:
\nFinancing: Kosovo shall\ncontribute financially to the general budget of the European Union\nin proportion to the specific programmes in which it\nparticipates.
\nThe specific terms and conditions, including the\nrelevant financial contribution, for the participation of Kosovo in\neach particular programme should be determined by agreement between\nthe European Commission, acting on behalf of the European Union,\nand the authorities of Kosovo.
\nN.B.: the conclusion of\nthe Agreement does not prejudge the position of Member States on\nthe status of Kosovo, which will be decided in accordance with\ntheir national practice and international law. None of the terms,\nwording or definitions used in this Decision, the Agreement,\nincluding its Annex, or in the Union programmes constitute\nrecognition of Kosovo by the Union as an independent State, nor\ndoes it constitute recognition by individual Member States of\nKosovo in that capacity where they have not taken such a\nstep.

\nThe committee recommended the European Parliament to\ngive its consent to the conclusion of the Framework\nAgreement.
\nThe Stabilisation and Association Agreement with\nKosovo entered into force on 1 April 2016.
\nThe conclusion of the Framework Agreement will permit\nthe gradual opening of or reinforced participation in certain Union\nprogrammes for Kosovo and strengthen the European perspective of\nthe country and deepen the bilateral relations.
