PURPOSE: to ensure the coordinated and coherent\ndeployment of the interoperable EU-wide eCall service and to\nguarantee interoperability and continuity of the service throughout\nEurope.

\nTherefore, the harmonised implementation of an\ninteroperable EU-wide eCall service in the EU has been in the\nagenda of the Commission since 2005. \nThe European Parliament adopted by 538 votes to 126,\nwith 10 abstentions, a legislative resolution on the proposal for a\ndecision of the European Parliament and of the Council on the\ndeployment of the interoperable EU-wide eCall.
\nParliament adopted its position at first reading under\nthe ordinary legislative procedure. The amendments adopted at\nplenary are the result of an agreement reached between the European\nParliament and the Council. They amended the proposal as\nfollows:

\nSince not all Union citizens are familiar with the use\nof the EU-wide eCall service, its deployment should be preceded by\nan awareness-raising campaign supported by the Commission,\nexplaining to citizens the benefits, functionalities and data\nprotection safeguards of the new system.
\nThe campaign should take place in Member States and\nshould aim at informing users on how to use the system properly and\nhow to avoid false alarms.

\nLEGISLATIVE ACT: Decision No 585/2014/EU of the\nEuropean Parliament and of the Council on the deployment of the\ninteroperable EU-wide eCall service
\nCONTENT: this Decision introduces a mandatory\nEU-wide system to handle emergency calls sent automatically by cars\nor triggered manually by people in the car in case of a crash\n(eCalls). The eCall is expected to speed up the emergency\nservices' response time bringing down the number of fatalities and\nreducing the severity of injuries suffered in road accidents.\nThroughout the EU.
\nThe Decision provides that Member States must have the\nPublic Safety Answering Point (PSAP) infrastructure to handle\neCalls in place at least 6 months before the type-approval\nrequirements for the corresponding in-vehicle device start to\napply, and in any case no later than 1 October 2017.
\nThe technical requirements for eCall devices, which\nare to be fitted to all new cars and light vans, are contained in\na separate proposal.
\nEach Member\nState:
\n\n· \nmay organise its emergency services in the way most cost\neffective and appropriate to its needs, including the\npossibility of filtering calls that are not emergency\ncalls and may not be handled by eCall PSAPs, in particular in\nthe case of manually triggered eCalls;
\n\n· \nmay allow private organisations recognised by it to deal\nwith the receipt and handling of some or all eCalls.
\nThe Decision also contains the following\npoints:
\n\n· \ndata transmitted via the EU-wide eCall service are used\nexclusively to attain the objectives of the Decision. The\nprocessing of personal data in the context of handling eCalls must\nfully comply with the personal data protection rules provided for\nin Directive 95/46/EC of the European Parliament and of the Council\nand in Directive 2002/58/EC of the European Parliament and of the\nCouncil;
\n\n· \nthe handling of eCalls should be provided free of charge to\nusers of the EU-wide eCall service;
\n\n· \neCalls can originate from anywhere in Member States\nterritory, provided there is at least one public mobile wireless\ncommunications network available.
\nDeployment of the eCall service should be preceded by\nan awareness-raising campaign supported by the Commission,\nexplaining to citizens the benefits, functionalities and data\nprotection safeguards of the new system.
\nBy 24 December 2015, Member States shall report to the\nCommission on the state of implementation of the\nDecision.

\nThe current proposal calls on Member States to\ndeploy the necessary eCall PSAP infrastructure required for the\nproper receipt and handling of all eCalls on their territory no\nlater than 1 October 2015, in accordance with the\nspecifications laid down by Commission Delegated Regulation (EU) No\n305/2013 supplementing Directive 2010/40/EU of the European\nParliament and of the Council with regard to harmonised provision\nfor an interoperable EU-wide eCall, in order to ensure the\ncompatibility, interoperability and continuity of the EU-wide eCall\nservice.
\nEach Member State will be able to organise its\nemergency services in the way most cost effective and appropriate\nto its needs, including the possibility to filter calls that are\nnot emergency calls and may not be handled by eCall PSAPs, in\nparticular in the case of manually triggered eCalls.
\nThe Commission is proposing this piece of legislation\nin parallel to a proposed Regulation of the\nEuropean Parliament and of the Council introducing in the EC motor vehicle type-approval\nsystem a requirement for fitting an eCall in-vehicle\nsystem.
\nBUDGETARY IMPLICATION: there are no budgetary\nimplications for the EU budget.
\nThe Committee on Transport and Tourism adopted the\nreport by Philippe DE BACKER (ADLE, BE) on the proposal for a\ndecision of the European Parliament and of the Council on the\ndeployment of the interoperable EU-wide eCall.
\nThe parliamentary committee recommended that the\nEuropean Parliaments position adopted at first reading under\nthe ordinary legislative procedure should be to amend the\nCommissions proposal as follows:
\nMembers adopted an amendment stipulating that, by 1\nOctober 2015, Member States should deploy the necessary eCall\nPSAP infrastructure required for the proper receipt and handling of\nall eCalls, purged of non-emergency and false calls, on their\nterritory.
\nThe report also stipulated that Member States\nshould:
\nMembers added two recitals stressing:
\nThe European Parliament adopted by 538 votes to 126,\nwith 10 abstentions, a legislative resolution on the proposal for a\ndecision of the European Parliament and of the Council on the\ndeployment of the interoperable EU-wide eCall.
\nParliament adopted its position at first reading under\nthe ordinary legislative procedure. The amendments adopted at\nplenary are the result of an agreement reached between the European\nParliament and the Council. They amended the proposal as\nfollows:
\nThe co-legislators agreed that Member States should\ndeploy on their territory, at least six months before the date\nof application of the Regulation of the European Parliament and of\nthe Council concerning the type-approval\nrequirements for the deployment of the eCall in-vehicle system and\nin any case no later than 1 October 2017, the eCall PSAP\ninfrastructure required for the proper receipt and handling of all\neCalls.
\nThe main aim should be to ensure the full\nfunctionality, compatibility, interoperability, continuity and\nconformity of the service throughout the Union.
\nDepending on the organisation of the handling of\nemergency calls in each Member State, such calls can be first\nreceived under the responsibility of a public authority or a\nprivate organisation recognised by the Member State\nconcerned.
\nMoreover, the amended text stipulated that:
\nSince not all Union citizens are familiar with the use\nof the EU-wide eCall service, its deployment should be preceded by\nan awareness-raising campaign supported by the Commission,\nexplaining to citizens the benefits, functionalities and data\nprotection safeguards of the new system.
\nThe campaign should take place in Member States and\nshould aim at informing users on how to use the system properly and\nhow to avoid false alarms.
\nPURPOSE: ensure the coordinated and coherent\ndeployment of the interoperable EU-wide eCall service and\nensure the full functionality, compatibility, interoperability,\ncontinuity and conformity of the service throughout the\nUnion
\nLEGISLATIVE ACT: Decision No 585/2014/EU of the\nEuropean Parliament and of the Council on the deployment of the\ninteroperable EU-wide eCall service
\nCONTENT: this Decision introduces a mandatory\nEU-wide system to handle emergency calls sent automatically by cars\nor triggered manually by people in the car in case of a crash\n(eCalls). The eCall is expected to speed up the emergency\nservices' response time bringing down the number of fatalities and\nreducing the severity of injuries suffered in road accidents.\nThroughout the EU.
\nThe Decision provides that Member States must have the\nPublic Safety Answering Point (PSAP) infrastructure to handle\neCalls in place at least 6 months before the type-approval\nrequirements for the corresponding in-vehicle device start to\napply, and in any case no later than 1 October 2017.
\nThe technical requirements for eCall devices, which\nare to be fitted to all new cars and light vans, are contained in\na separate proposal.
\nEach Member\nState:
\n\n· \nmay organise its emergency services in the way most cost\neffective and appropriate to its needs, including the\npossibility of filtering calls that are not emergency\ncalls and may not be handled by eCall PSAPs, in particular in\nthe case of manually triggered eCalls;
\n\n· \nmay allow private organisations recognised by it to deal\nwith the receipt and handling of some or all eCalls.
\nThe Decision also contains the following\npoints:
\n\n· \ndata transmitted via the EU-wide eCall service are used\nexclusively to attain the objectives of the Decision. The\nprocessing of personal data in the context of handling eCalls must\nfully comply with the personal data protection rules provided for\nin Directive 95/46/EC of the European Parliament and of the Council\nand in Directive 2002/58/EC of the European Parliament and of the\nCouncil;
\n\n· \nthe handling of eCalls should be provided free of charge to\nusers of the EU-wide eCall service;
\n\n· \neCalls can originate from anywhere in Member States\nterritory, provided there is at least one public mobile wireless\ncommunications network available.
\nDeployment of the eCall service should be preceded by\nan awareness-raising campaign supported by the Commission,\nexplaining to citizens the benefits, functionalities and data\nprotection safeguards of the new system.
\nBy 24 December 2015, Member States shall report to the\nCommission on the state of implementation of the\nDecision.
