PURPOSE: Commissions progress report on\neconomic, social and territorial\ncohesion.
\nCONTENT: cohesion policy is a key delivery mechanism\nfor Europe 2020. \nSustainable growth: the\nchallenge of sustainable growth is present in all regions. With\nrespect to the need to reduce emissions, the report stresses that\nthe energy efficiency of existing and new buildings must\nincrease everywhere. Regions can play a prominent role in\nfostering energy efficiency and this is particularly true as\nregards buildings, where actions must adapt to the local context\nand climate.
\nThe report also notes that regional characteristics\ndirectly determine the extent to which EU regions can produce\nrenewable energy such as solar and wind energy. Moving\nrenewable energy between regions with a high potential to regions\nwith a high demand will require the development of better and more\nintelligent energy networks. Increasing renewable energy will\nrequire more investment in efficient locations and in the\nnetwork connecting supply with demand.
\nInclusive growth: many\nconvergence regions display low levels of employment and high\nunemployment levels. The employment rate in convergence regions\nin 2010 was only 63% after a decline due to the economic crisis.\nOnly two convergence regions have reached the EU target of 75% in\n2010. If the goal were to reach the 2020 target in all convergence\nregions, 11 million people would have to find a job.
\nThe risk of poverty and exclusion is also higher in\nthe convergence regions.
\nAlthough transition regions and RCE regions score\nbetter on these issues, they also need to improve their performance\nto reach the Europe 2020 targets. The crisis has reduced employment\nin RCE regions and revealed a lack of competitiveness in some of\nthem. \nThe Committee on Regional Development adopted the\nown-initiative report by Vilja SAVISAAR-TOOMAST (ALDE, EE) on the\nEuropean Commissions 7th and 8th progress reports on the EU\nCohesion Policy and the Strategic Report 2013 on programme\nimplementation 2007-2013.
\nEmpirical evidence shows that the economic, financial\nand social crisis has brought the convergence process to a halt or\nhas even reversed it, thus aggravating disparities between regions.\nPublic resources both at Member State and EU level have become\nscarcer. The crisis is adversely affecting all European regions and\ncities, thus increasing the importance of cohesion policy\nfunding.
\nThe report noted that the emphasis of cohesion policy\nhas up until now rather been on absorption than on defining and\nmonitoring and evaluating the achievement of \nobjectives, while the monitoring and evaluation systems fail to\nfully achieve their purpose of improving the definition of\ndifferentiated targets according to the local, regional and\ninterregional features, specificities and needs.
\nThe cohesion policy continues to be the main source of\nEU public funding in the context of the multiannual financial\nframework 2014-2020, and within the new framework for the cohesion\npolicy all the emphasis is placed on the need to concentrate\ninvestment at regional and local level in important areas such as\njob creation, SMEs, training and education, urban development and\ncities.
\nGeneral implementation challenges for the current\nprogramming period: the report\nwelcomed the seventh and eighth progress reports, as well as the\nstrategic report 2013, and called on the Commission which is\nnow launching the 2007-2013 ex-post evaluation and the\nMember States to ensure that the monitoring and evaluation are\nbased on reliable data, to look at the efficiency, effectiveness\nand impact of operations, and to ensure that the ex-post evaluation\nis completed by the end of 2015, in order for clear lessons to\nbe drawn with a view to the implementation of the new\nprogramming period.
\nMembers stated that, although the resources allocated\nto cohesion policy in the current multiannual financial framework\nare relatively small as compared to the needs on the ground,\nensuring greater efficiency as well as synergies between the EU\nbudget and the national budgets may nevertheless constitute\nimportant levers for growth-enhancing policies.
\nFurther action must be taken to reinforce the\nterritorial dimension of the governance system of cohesion\npolicy, the Europe 2020 strategy and the European\nSemester.
\nFocus on employment and social\ninclusion: the report noted that,\nowing to the crisis, the percentage of the population at risk of\npoverty or social exclusion, suffering of material deprivation,\nenvironmental degradation and poor housing conditions, or having\nvery low work intensity and threatened by exclusion and energy\npoverty has increased considerably. The European Social Fund\n(ESF) should play a role in reducing the disparities in\nhuman capital among regions and in helping to increase employment\nrates.
\nEvaluation evidence: the\nreport recalled that while there is strong evidence that\nimplementation of cohesion policy has accelerated, a number of\nMember States are at risk of failing to implement their programmes\nbefore the end of the current programming period. It urged the\nCommission, in this regard, to analyse in depth the causes of the\nlow absorption rates, and urged the Member States to provide\nco-financing in order to accelerate the implementation of\nfunds. Member States should also explore synergies between\ncohesion policy financing and other sources of EU funding as well\nas with financing provided by the European Investment Bank and the\nEuropean Bank for Reconstruction and Development. They were also\nurged to accelerate implementation and to simplify and improve\naccess to the funds available in order to encourage SMEs, civil\nsociety organisations, local municipalities and other interested\nbeneficiaries to make use of them.
\nMonitoring and evaluation challenges: Members considered that evaluation has an essential\nrole to play in the policy debate and learning, but are concerned\nthat the uneven quality of progress reporting in many cases\nmakes it difficult to develop a full and accurate picture of\nprogress towards the targets at regional and local level. They\nemphasised that evaluation should also assess and propose\nmeasures to relieve unnecessary burdens on beneficiaries,\nincluding SMEs, local and regional authorities and NGOs.
\nIn this respect, the Commission and the Member States\nare asked to make full use of the monitoring and evaluation tools\navailable in the context of the current legislative framework\n(stronger result orientation, use of common output indicators,\nchoice of programme-specific result indicators and a clear\nperformance framework).
\nThe Commission is urged to improve Member\nStates reporting systems by introducing and utilising\nindicators so as to make it possible to assess the support\nprovided under cohesion policy for genuine progress on gender\nequality and to what extent this is being achieved. It is also\nurged to check whether Managing Authorities apply the Late Payment\nDirective in relation with beneficiaries of projects and take\nadequate measures to decrease the payments\ndelays.
\nThe European Parliament adopted a resolution\non the European\nCommissions 7th and 8th progress reports on the EU Cohesion\nPolicy and the Strategic Report 2013 on programme implementation\n2007-2013.

\nGeneral implementation challenges for the current\nprogramming period: welcoming the\nseventh and eighth progress reports, as well as the strategic\nreport 2013, Parliament called on the Commission which is\nnow launching the 2007-2013 ex-post evaluation and Member\nStates to ensure that the monitoring and evaluation are based on\nreliable data, to look at the efficiency, effectiveness and impact\nof operations, and to ensure that the ex-post evaluation is\ncompleted by the end of 2015, in order for clear lessons to\nbe drawn with a view to the implementation of the new\nprogramming period.
\nMembers expressed concern over the lack of\nsufficient public financial resources, in particular at\nsub-national level, to implement the Europe 2020 Strategy\nadequately, owing to the impact of the economic\ncrisis.
\nAlthough the resources allocated to cohesion policy in\nthe current multiannual financial framework are relatively small as\ncompared to the needs on the ground, Parliament felt that\nensuring greater efficiency as well as synergies between the\nEU budget and the national budgets might nevertheless constitute\nimportant levers for growth-enhancing policies.
\nFurther action must be taken to reinforce the\nterritorial dimension of the governance system of cohesion\npolicy, the Europe 2020 strategy and the European\nSemester.
\nFocus on\nemployment and social inclusion: Parliament noted that,\nowing to the crisis, the percentage of the population at risk of\npoverty or social exclusion, suffering of material deprivation,\nenvironmental degradation and poor housing conditions, or having\nvery low work intensity and threatened by energy poverty has\nincreased considerably.
\nEmployment rates have remained well below the Europe\n2020 target of having at least 75 % of the population aged\n2064 in employment by 2020. Employment in some regions\nremains below 60 % and that some regions are missing their national\ntargets by a factor of 20-25 %. The European Social\nFund (ESF) should play a role in reducing the disparities\nin human capital among regions and in helping to increase\nemployment rates.
\nThe importance of the Youth Guarantee is also\nunderlined.
\nEvaluation\nevidence: while there is\nstrong evidence that implementation of cohesion policy has\naccelerated, a number of Member States are at risk of failing to\nimplement their programmes before the end of the current\nprogramming period. Parliament urged the Commission, to analyse\nthe low absorption rates, and urged the Member States\nto provide co-financing in order to accelerate the\nimplementation of funds. Member States should also explore\nsynergies between cohesion policy financing and other sources of EU\nfunding as well as with financing provided by the European\nInvestment Bank and the European Bank for Reconstruction and\nDevelopment. They were also urged to accelerate implementation and\nto improve access to the funds in order to encourage SMEs, civil\nsociety organisations, local municipalities and other interested\nbeneficiaries to make use of them.
\nMonitoring and evaluation\nchallenges:\nMembers considered that evaluation has an essential role to play in\nthe policy debate and learning, but are concerned that the\nuneven quality of progress reporting in many cases makes it\ndifficult to develop a full and accurate picture of progress\ntowards the targets at regional and local level. They\nemphasised that evaluation should also assess and propose\nmeasures to relieve unnecessary burdens on beneficiaries,\nincluding SMEs, local and regional authorities and NGOs.
\nIn this respect, the Commission\nand the Member States are asked to make full use of the monitoring\nand evaluation tools available in the context of the current\nlegislative framework (stronger result orientation, use of common\noutput indicators, choice of programme-specific result indicators\nand a clear performance framework).

\nCONTENT: cohesion policy is a key delivery mechanism\nfor Europe 2020. This progress report assesses how, in the context\nof cohesion policy, regions and cities can contribute to smart,\nsustainable and inclusive growth of the Europe 2020 strategy. It\nmeasures the distance of cities and regions to the national 2020\ntargets proposed in the national reform programmes. Smart\ngrowth: the convergence regions score poorly on smart\ngrowth with low levels of R&D, low productivity and low\nshares of higher educated. With regard to the latter, only one in\nfive EU regions has reached the target to increase the share of\npeople aged 30-34 with a tertiary degree to 40% by 2020.\n Member States have set themselves targets ranging from 26% to\n60%. The regions eligible under the regional competitiveness and\nemployment (RCE) objective score the best with (1 in 3), the\ntransition regions score average (1 in 4), while the convergence\nregions score poorly (1 in 20).
\nR&D is typically concentrated in core areas such\nas capital and metropolitan regions. In 2008, expenditure exceeded\nthe Europe 2020 target in 24 out of 159 RCE regions, but only in\none out of 84 convergence regions and not in a single transition\nregion. On average R&D expenditure of\nthe convergence regions is only 0.9% of their GDP.
\nSustainable growth: the\nchallenge of sustainable growth is present in all regions. With\nrespect to the need to reduce emissions, the report stresses that\nthe energy efficiency of existing and new buildings must\nincrease everywhere. Regions can play a prominent role in\nfostering energy efficiency and this is particularly true as\nregards buildings, where actions must adapt to the local context\nand climate.
\nThe report also notes that regional characteristics\ndirectly determine the extent to which EU regions can produce\nrenewable energy such as solar and wind energy. Moving\nrenewable energy between regions with a high potential to regions\nwith a high demand will require the development of better and more\nintelligent energy networks. Increasing renewable energy will\nrequire more investment in efficient locations and in the\nnetwork connecting supply with demand.
\nInclusive growth: many\nconvergence regions display low levels of employment and high\nunemployment levels. The employment rate in convergence regions\nin 2010 was only 63% after a decline due to the economic crisis.\nOnly two convergence regions have reached the EU target of 75% in\n2010. If the goal were to reach the 2020 target in all convergence\nregions, 11 million people would have to find a job.
\nThe risk of poverty and exclusion is also higher in\nthe convergence regions.
\nAlthough transition regions and RCE regions score\nbetter on these issues, they also need to improve their performance\nto reach the Europe 2020 targets. The crisis has reduced employment\nin RCE regions and revealed a lack of competitiveness in some of\nthem. Unemployment has risen in more than 100 RCE regions and 36\nhave an unemployment rate above the EU average.
\nThe report notes that cohesion policy programmes\nshould select their investment priorities taking into\naccount the starting position of a region or city in relation to\nthe national 2020 targets and identify the concentrations to\npromote and the ones to fight. Cohesion policy programmes provide\nan opportunity to design strategies in an integrated way \nfocused on the specific needs of each territory and reflect\nthe trade-offs and synergies between different types of\ninvestments.
