PURPOSE: to launch a consultation on the integrated\nparcel delivery market for the growth of e-commerce in the EU\n(Commission Green Paper).
\nBACKGROUND: according to estimations, the EU parcel\nmarket was estimated to be worth 42.4 billion in\n2008.
\nOver the last 5 years, and due to the growth of\ne-commerce, the business to consumer segment of the parcel and\npacket markets has grown rapidly. Estimates of today's volumes\nindicate that this segment now represents between 20 % and 40% of\ntotal volumes in more mature e-commerce markets such as the United\nKingdom. In the EU-27, only 9% of EU consumers and 18% of EU\nretailers use cross-border e-commerce. Cross-border delivery is\nconsidered to be an obstacle by 57% of retailers10, while 46.7% of\nconsumers declare they worry about the delivery in cross-border\ntransactions.

Therefore,\nefficient and reliable delivery services are a critical pillar\nof a real and effective digital single market, having a\nsubstantial impact in terms of facilitating e-commerce and building\ntrust between sellers and buyers. Delivery concerns\n(including product returns) and high delivery costs are the top\ntwo concerns of consumers in relation to online shopping,\ncontributing to low consumer confidence in cross-border\ne-commerce.
\nMembers noted cross-border weaknesses in\ncompetition between delivery operators in some Member States\nand deplored the lack of transparency on the pricing\nconditions and performance of the services\nconcerned.
\nPutting consumer interests at the heart of the\ndelivery process: Members considered\nmore transparency and better and more readily comparable\ninformation on available delivery options, prices and conditions to\nbe paramount for consumers, specifically with respect to the\nconditions under which consumer orders are shipped and the\nprocedures to follow in case of damage to or loss of goods or delay\nin their delivery or return. They emphasised that it is necessary\nto promote measures aimed at ensuring consumer choice at the time\nof purchase.
\nIn addition, the reliability of delivery services is\ncrucial and it is essential to offer efficient systems that\nguarantee that parcels effectively reach the requested destination\nwithin a reasonable timeframe.
\nThe report pointed out that the high cost of\ncross-border delivery or delivery to remote areas or the outermost\nregions is one of the main reasons for consumer dissatisfaction.\nMore affordable delivery options for consumers and sellers, SMEs\nincluded, are imperative to ensure a genuinely single market.\nGeographical coverage and accessibility to universal service for\ndelivery of parcels in rural and remote areas should be\nimproved.
\nMembers stressed the importance of consumers being\nproperly informed on the applicable legislation in this\nsector. They proposed the creation of a European network of\nnational problem-solving centres like Solvit would help\nreassure consumers, as would an alert system like RAPEX, which\ncould warn consumers of sites found to be using fraudulent\npractices.

\nBACKGROUND: according to estimations, the EU parcel\nmarket was estimated to be worth 42.4 billion in\n2008.
\nOver the last 5 years, and due to the growth of\ne-commerce, the business to consumer segment of the parcel and\npacket markets has grown rapidly. Estimates of today's volumes\nindicate that this segment now represents between 20 % and 40% of\ntotal volumes in more mature e-commerce markets such as the United\nKingdom. In the EU-27, only 9% of EU consumers and 18% of EU\nretailers use cross-border e-commerce. Cross-border delivery is\nconsidered to be an obstacle by 57% of retailers10, while 46.7% of\nconsumers declare they worry about the delivery in cross-border\ntransactions.
\nThe Commission's Communication on ecommerce and\nonline services identifies the delivery of goods\npurchased online as one of the top five priorities to boost\ne-commerce by 2015 and its importance has been reiterated by the\nCouncil of the European Union and the European Parliament in its\nresolution of 21 September\n2010. Delivery is indeed critical as it has a substantial impact\non facilitating e-commerce trade and is a key element for\nbuilding trust between sellers and buyers.
\nA more appropriate design of the delivery chain for\ne-commerce in the EU would also have positive implications for a\nnumber of policy areas such as cohesion, employment,\ninnovation, environment, competitiveness of European industry to\npromote investment in a European delivery network which faces\nintense competition in the international environment.
\nCONTENT: this Green Paper examines how the e-commerce\nand delivery markets in Europe are evolving, explores what is\nrequired for the creation of a Single Market for delivery, analyses\nthe key challenges for the different actors, and highlights the\nopportunities for improving the delivery process to the benefits of\ncitizens and businesses, in particular SMEs.
\nBased on an analysis of the existing regulatory and\ninstitutional framework, three main issues are considered\ninstrumental in creating an integrated EU parcel delivery\nmarket :
\n(1) Convenience: greater convenience and transparency\nfor consumers. In this context, the\nGreen Paper focuses on the following points:
\n(2) Controlling costs:\nconsumers and e-retailers consider generally current price levels\nto be too high. By contrast, operators argue that they already work\nwith low margins and that sustainable prices are necessary to\nensure their long-term economic viability. There is a need to\nidentify solutions to limit the impact on delivery prices of\ncrossing border and to close the existing gap between the\ndomestic and the cross-border price, where it is not objectively\njustified.
\nConsumers often perceive the choice of delivery\nsolutions to be very limited due to the lack of transparency of the\nmarket, and the actual state or perceived state of\ncompetition on the market. Specific ex ante regulatory solutions\ncould be envisaged to the benefit of consumers by making\ndelivery markets competitive on a sustainable basis.
\n(3) Improving interoperability along the delivery\nchain: more transparency and\nbetter partnerships are required in order to address the need of\neretailers, to better understand what constitutes best logistic and\ndelivery practices and to effectively communicate the delivery\noptions that are available to consumers. Successful\npartnership within and between these two sectors will be\ndecisive for the future of ecommerce.
\nThe Commission services have already launched a\nnumber of demonstration actions aiming to improve the\ncompetitiveness of the transport and logistics sector in Europe,\nthrough the smart use of information technologies and connect, in\nparticular smaller enterprises to digital transport and logistics\nvalue chains.
\nAll interested parties are invited to submit their\nviews in response to the consultation at the latest by 15\nFebruary 2013. As a follow up to this Green Paper and on the\nbasis of the responses received, the Commission will identify, in\nspring 2013, the set of actions to be taken to complete the single\nmarket for parcels.
\nThe Committee on the Internal Market and Consumer\nProtection adopted the own-initiative report by Pablo ARIAS\nECHEVERRÍA (EPP, ES) on an integrated parcel delivery market\nfor the growth of e-commerce in the EU.
\nThe report noted that e-commerce is a channel with\nenormous potential to combat the economic and financial crisis,\nstrengthen the single market, and create economic growth and\nemployment across the European Union. The Commissions communication on e-commerce\nand online services of January 2012 identified\nthe delivery of goods purchased online as one of the top five\npriorities for boosting e-commerce by 2015, and its importance has\nbeen reiterated by the Council and by Parliament. The EU e-commerce\nmarket grew by over 20% in 2012 and cross-border e-commerce in\nparticular is predicted to multiply by a factor of four.
\nIntegrated delivery services in Europe: a pillar for\nthe Digital Single Market: Members\nrecalled that the parcel delivery market is undergoing radical\ntransformations, with new providers entering the market, investment\noriented towards innovation, and new services emerging. Therefore,\nefficient and reliable delivery services are a critical pillar\nof a real and effective digital single market, having a\nsubstantial impact in terms of facilitating e-commerce and building\ntrust between sellers and buyers. Delivery concerns\n(including product returns) and high delivery costs are the top\ntwo concerns of consumers in relation to online shopping,\ncontributing to low consumer confidence in cross-border\ne-commerce.
\nMembers noted cross-border weaknesses in\ncompetition between delivery operators in some Member States\nand deplored the lack of transparency on the pricing\nconditions and performance of the services\nconcerned.
\nPutting consumer interests at the heart of the\ndelivery process: Members considered\nmore transparency and better and more readily comparable\ninformation on available delivery options, prices and conditions to\nbe paramount for consumers, specifically with respect to the\nconditions under which consumer orders are shipped and the\nprocedures to follow in case of damage to or loss of goods or delay\nin their delivery or return. They emphasised that it is necessary\nto promote measures aimed at ensuring consumer choice at the time\nof purchase.
\nIn addition, the reliability of delivery services is\ncrucial and it is essential to offer efficient systems that\nguarantee that parcels effectively reach the requested destination\nwithin a reasonable timeframe.
\nThe report pointed out that the high cost of\ncross-border delivery or delivery to remote areas or the outermost\nregions is one of the main reasons for consumer dissatisfaction.\nMore affordable delivery options for consumers and sellers, SMEs\nincluded, are imperative to ensure a genuinely single market.\nGeographical coverage and accessibility to universal service for\ndelivery of parcels in rural and remote areas should be\nimproved.
\nMembers stressed the importance of consumers being\nproperly informed on the applicable legislation in this\nsector. They proposed the creation of a European network of\nnational problem-solving centres like Solvit would help\nreassure consumers, as would an alert system like RAPEX, which\ncould warn consumers of sites found to be using fraudulent\npractices.

\nCreating a level playing field for\nSMEs: SMEs seeking business\nopportunities across the EU are confronted with higher costs,\ngreater complexity and a lack of transparency when it comes to\ncross-border delivery. Prices for cross-border delivery are three\nto five times higher than domestic prices. Effective, simple and\naffordable delivery systems are a key driver of the sustainability\nof the business models of SMEs and their ability to supply products\nto customers.
\nTowards innovative and interoperable solutions for a\ntruly European delivery market: the\nreport highlighted the fragmentation of the European postal\nsector into national networks with poor interoperability and\nthe lack of integration of road, rail and water\ntransport.
