The Committee on Industry, Research and Energy adopted\nthe own-initiative report by Catherine TRAUTMANN (S&D, FR) on\nImplementation report on the regulatory framework for electronic\ncommunications.
\nRegretting the delay by Member States in transposing\nthe 2009 changes to the regulatory framework for electronic\ncommunications, Members drew attention to the fragmentation of the\ninternal market in communications.
\nThey support a competitive European market in\nhigh-speed broadband services and stated that the review of the\nregulatory framework should following these objectives:
\nThe report insisted in particular for the following\naspects to be considered in a review of the entire regulatory\nframework:
\nMembers are convinced that increased spectrum\ncoordination combined with the application of common principles\nfor spectrum use rights across the Union would constitute a key\nremedy for tackling the problem of lack of predictability regarding\nspectrum availability, thus encouraging investment and economies of\nscale. \nThe European Parliament adopted a resolution on the\nimplementation report on the regulatory framework for electronic\ncommunications.
\nParliament underlined the fact that while the\nframework has made substantial progress towards achieving its aims,\nthe EU telecoms market remains fragmented along national\nborders, making it difficult for businesses and citizens to fully\nbenefit from a single market. It considered that only by having a\ncompetitive European market in high speed broadband services\ncan innovation, economic growth and job creation be stimulated and\ncompetitive prices offered to end users.
\nAccording to the resolution, the revision of the\nregulatory framework should follow these objectives:

They welcomed the Commissions work on\nthe practical implementation of the 116 numbers, especially the\nmissing child hotline (116000) and also called for better promotion\nof these numbers by the Commission.
