PURPOSE: to set up a European Retail Action\nPlan.
\nBACKGROUND: Retail and wholesale services, also known\nas distributive trades, represent 11% of the EUs GDP and\naccount for almost 15% of the EUs total employment. More\nthan 6 million companies, i.e., 29% of all EU undertakings, are\nactive in this sector. The retail sector is characterised by a very\nhigh share of SMEs, particularly micro companies (more than\n95%).
\nThe retail and wholesale sectors have an essential\nrole to play in stimulating growth and job creation under the\nEurope 2020 strategy: they are among the key sectors that can drive\nthe transition to both a more sustainable economy and consumption\npatterns. Efficiency in this sector has implications for\ncompetition, innovation, price trends and competitiveness. However,\ncertain obstacles still prevent the achievement of an efficient and\ncompetitive single retail market.
\nThe bottlenecks identified in the retail sector, which\noften cut across various policy areas, need to be addressed through\na coherent plan to enhance the sector's economic, social and\nenvironmental performance, and to ensure that it fully contributes\nto the goals of the Europe 2020 Strategy.
\nTwo major challenges exist in the EU retail\nsector:
\nThis Action Plan aims at addressing these key\nobstacles by setting out a strategy to improve the competitiveness\nof the retail sector and enhance the sectors economic,\nenvironmental and social performance.
\nCONTENT: the main aim of the Action Plan is to propose\na strategy for achieving a well-functioning Single Market in\nRetail, thereby contributing to the EUs territorial and\nsocial cohesion - through improved access to more sustainable and\ncompetitive retail services.
\nAddressing the key bottlenecks in achieving the Single\nMarket in Retail has the potential to
\nbring benefits to all the actors concerned, and to the\nenvironment:
\nThe Action Plan comprises 11 concrete actions,\nforming a coherent, holistic European strategy:
\n- consumer empowerment: the Commission intends to give consumers more of a\nvouce by:
\n- access to more competitive retail services:\nthe aim is to strengthen freedom of establishment in the retail\nsector and encourage e-commerce as a means of underpinning the\nretail sector. In this context:
\n-\ndeveloping a more balanced business-to-business food and\nnon-food supply chain: the aim is to encourage distribution\nchannels and to combat unfair trading practices\n(UTPs):
\n- developing a more sustainable retail supply\nchain: by reducing food and packaging waste and making the\nsupply chains more sustainable:
\n- developing more innovative solutions, in\nparticular with regard to product labelling and electronic\npayments:
\n- creating a better working environment: the\nproposed measures aim at the improved utilisation of available\nskills, in particular in SMEs, given the high share of\nself-employed in the retail sector:
\nConclusion: the 11\nconcrete actions set out in this Action Plan should be implemented\nby 2014 in order to achieve a Single Market in Retail. It is\nessential that this Action Plan be executed in parallel with other\ninitiatives, in particular those concerning the full implementation\nof the Services Directive, the E-Commerce Action Plan, and the\non-going initiatives in the payments field.
\nThe Commission will monitor developments and report on\nthe progress in implementing this Action Plan by issuing a report\nin 2015. This monitoring will be done on the basis of the ongoing\ndiscussions within the EU institutions, with Member States, and\nwith representatives of the retail sector and other relevant\nstakeholders through the Group on Retail\nCompetitiveness.
\nThe Committee on the Internal Market and Consumer\nProtection adopted the own-initiative report by Cornelis de JONG\n(GUE/NGL, NL) on the European Retail Action Plan for the benefit of\nall actors.
\nThe importance of the retail market: recalling the importance of the retail market and\ngiven that it represents 11% of EU GDP and delivers more than 15 %\nof all jobs in Europe, Members welcomed the setting-up by the\nCommission of a European Retail Action Plan. They did, however,\nstate that the Action Plan should have paid more attention to\nthe effects of the current economic crisis on retail and, in\nparticular, on smaller, independent shops.
\nThe report called on the Commission and the Member\nStates to give the highest political prominence to the retail\nsector as a pillar of the Single Market, including the Digital\nSingle Market, and to lift regulatory, administrative and practical\nobstacles hampering the start-up of businesses. According to\nMembers, retail market legislation should be evidence-based, taking\ninto account the needs of the sector.
\nThe retail sector in the current economic\ncrisis: the report urged Member\nStates not to take measures in the context of austerity policies\nwhich undermine consumer confidence and directly harm the interests\nof the retail sector, such as increasing VAT, reclassifying\nproducts and product rates or raising charges for shops. It\nreiterated the importance of improving access to finance, in\nparticular for retail and wholesale trade SMEs.
\nSupporting independent retailers: Members encouraged local and regional authorities to\npromote actions aimed at facilitating equal access and creating a\nlevel playing field for the independent retailer, in full respect\nof free and fair competition, such as:
\nE-commerce: the report\nnoted that rapid development of e-commerce has delivered\nsignificant benefits for consumers and businesses in terms of\ninnovation, new market opportunities and growth, etc. It encouraged\nretailers, in view of the social and cultural role of retail, to\nmake the most of innovative technologies and to develop new\nbusiness models for their on-line customer base. The Commission is\ncalled upon to propose a strategy to prevent traders from adopting\ndiscriminatory policies in their e-commerce practices, thereby\nensuring that all European citizens have unfettered access to\ncross-border online trade.
\nPayment systems: Members\nwelcomed the Commission proposal on Multi-Lateral Interchange\nFees (MIF) and stressed the importance of removing card scheme\nrules which reinforce the anticompetitive effects of the MIF. They\nurged the Commission to support Member States that already have\ntransparent, competitive and innovative payment systems and to use\nthem as best practices in further developing a cheaper and fairer\npayments market in Europe.
\nConsumers: the report\nwelcomed the Commissions intention to develop instruments to\nfacilitate consumer access to transparent, easily understandable,\ncomparable, and reliable information on the prices, quality and\nsustainability of goods and services. It encouraged the Commission\nto set up an easily accessible database containing all EU\nand national labelling requirements.
\nSustainability: Members\nhighlighted the retail sectors responsibility concerning\nsustainability. They welcomed the fact that retailers and suppliers\nhave been at the forefront of green responsibility, particularly\nregarding waste, energy consumption, transport and CO2 reduction.\nVoluntary initiatives and commitments have been taken by some\nretailers and suppliers to reduce food waste.
\nThe report also called on the importance of the proper\nimplementation of existing social and labour legislation. It called\nfor equal treatment for commercial operators in the internal market\nin order to combat undeclared work and tax and social\nfraud.
\nUnfair trading practices: voluntary initiatives, which already exist in some\nMember States and are currently also being developed at EU-level by\nthe High Level Forum for a Better Functioning Food Supply Chain,\nare to be welcomed. The Commission and business federations are\ninvited, in this connection, to pursue a constructive and\ncross-sectoral dialogue in the existing fora, also including the\nannual Retail Market Roundtable organised by the Committee\non the Internal Market and Consumer Protection, as the\ninstitutional forum aimed at keeping retail high on the EU\npolitical agenda.
\nThe European Parliament adopted a resolution on the\nEuropean Retail Action Plan for the benefit of all actors,\nfollowing the Commissions communication on the same\nsubject.
\nThe importance of the retail market: Parliament welcomed the Commissions Action Plan\nand recalled the importance of the retail market and given that it\nrepresented 11% of EU GDP and delivered more than 15 % of all jobs\nin Europe. \nParliament recalled that while a concentration of\nshops outside city centres can be convenient for some\nconsumers, it can also have negative environmental effects and can\nbe a challenge for other consumers, in particular for older people,\npeople with reduced mobility. \nPayment systems: Parliament welcomed the Commission proposal on\nMulti-Lateral Interchange Fees (MIF) and stressed the\nimportance of removing card scheme rules which reinforce the\nanticompetitive effects of the MIF. They urged the Commission to\nsupport Member States that already have transparent, competitive\nand innovative payment systems and to use them as best practices in\nfurther developing a cheaper and fairer payments market in\nEurope.
\nConsumers: Parliament\nwelcomed the Commissions intention to develop instruments to\nfacilitate consumer access to transparent, easily understandable,\ncomparable, and reliable information on the prices, quality and\nsustainability of goods and services. They welcomed the fact that retailers and suppliers\nhave been at the forefront of green responsibility,\nparticularly regarding waste, energy consumption, transport and CO2\nreduction. Voluntary initiatives and commitments have been taken by\nsome retailers and suppliers to reduce food waste.
\nThe report also called on the importance of the\nproper implementation of existing social and labour\nlegislation. It called for equal treatment for commercial\noperators in the internal market in order to combat undeclared work\nand tax and social fraud.
\nUnfair trading practices (UTPs): voluntary initiatives, which already exist in some\nMember States and are currently also being developed at EU-level by\nthe High Level Forum for a Better Functioning Food Supply\nChain, were to be welcomed. Parliament should urgently resolve\npending issues relating to its participation in the work of the\nForum.
\nAs regards the weaker market players,\nParliament suggested the possibility of the appointment of an\nombudsman or adjudicator who could submit complaints about UTPs on\ntheir behalf. \nBACKGROUND: Retail and wholesale services, also known\nas distributive trades, represent 11% of the EUs GDP and\naccount for almost 15% of the EUs total employment. More\nthan 6 million companies, i.e., 29% of all EU undertakings, are\nactive in this sector. \nThe retail and wholesale sectors have an essential\nrole to play in stimulating growth and job creation under the\nEurope 2020 strategy: they are among the key sectors that can drive\nthe transition to both a more sustainable economy and consumption\npatterns. Efficiency in this sector has implications for\ncompetition, innovation, price trends and competitiveness. However,\ncertain obstacles still prevent the achievement of an efficient and\ncompetitive single retail market.
\nThe bottlenecks identified in the retail sector, which\noften cut across various policy areas, need to be addressed through\na coherent plan to enhance the sector's economic, social and\nenvironmental performance, and to ensure that it fully contributes\nto the goals of the Europe 2020 Strategy.
\nTwo major challenges exist in the EU retail\nsector:
\nThis Action Plan aims at addressing these key\nobstacles by setting out a strategy to improve the competitiveness\nof the retail sector and enhance the sectors economic,\nenvironmental and social performance.
\nCONTENT: the main aim of the Action Plan is to propose\na strategy for achieving a well-functioning Single Market in\nRetail, thereby contributing to the EUs territorial and\nsocial cohesion - through improved access to more sustainable and\ncompetitive retail services.
\nAddressing the key bottlenecks in achieving the Single\nMarket in Retail has the potential to
\nbring benefits to all the actors concerned, and to the\nenvironment:
\nThe Action Plan comprises 11 concrete actions,\nforming a coherent, holistic European strategy:
\n- consumer empowerment: the Commission intends to give consumers more of a\nvouce by:

\nConclusion: the 11\nconcrete actions set out in this Action Plan should be implemented\nby 2014 in order to achieve a Single Market in Retail. It is\nessential that this Action Plan be executed in parallel with other\ninitiatives, in particular those concerning the full implementation\nof the Services Directive, the E-Commerce Action Plan, and the\non-going initiatives in the payments field.
\nThe Commission will monitor developments and report on\nthe progress in implementing this Action Plan by issuing a report\nin 2015. This monitoring will be done on the basis of the ongoing\ndiscussions within the EU institutions, with Member States, and\nwith representatives of the retail sector and other relevant\nstakeholders through the Group on Retail\nCompetitiveness.
