PURPOSE: to launch a debate on the best strategy to\nadopt to deliver an accessible, sustainable digital mapping of\nEuropean sea-beds by 2020 and to provide timely information on the\nmarine environment (Commission Green Paper).

\nMembers welcomed the Marine Knowledge 2020 initiative\nwhich opened an exchange of ideas on this topic and undertook a\npublic consultation to sound out opinions regarding the\nopportunities and challenges provided by access to information on\nmarine monitoring in Europe.
\nThey considered it necessary to release, in line\nwith the established rules, the potential of the huge amount of\ndata on the marine environment which has been collected and\nstored by numerous public and private bodies at European level, and\nto make it available and accessible to potential users.
\nThe report is accordingly focused on the importance\nand usefulness of pooling, mapping, and disseminating fisheries\ndata within the wider Marine Knowledge 2020\ninitiative, with particular reference to the following key\npoints:
\nInformation sources and types of data: the report highlighted the existence of a wide range\nof public and private bodies which store data on fishing activity\nin the EU, which should be integrated into the publicly available\nmultiresolution digital seabed map:
\nThe report emphasised the usefulness of making\navailable charts of the spatial distribution of fishing fleets,\nfishing effort and catch composition and volume. Moreover, the\nseparate mapping of data according to type of fishing activity,\nsuch as small-scale fishing, traditional fishing or industrial\nfishing, would provide a more realistic picture of the diversity of\nfisheries according to Members.
\nPromoting the obtainability and availability of\ndata: Members recalled that data\ncollection and fishery resource management are financed by the EU\nand the Member States and that the data collected must therefore be\navailable for consultation by potential users and the general\npublic. Access to fisheries data that are obtained using private\nfinancing and do not contain commercially sensitive information\nshould be subject to authorisation by the organisations holding the\ndata.
\nThe report advocated the creation of mechanisms to\nprovide easy access to relevant data on fishing, under conditions\nto be established and with different levels of access, and ensuring\nadequate levels of confidentiality of information and commercial\ninterests. Independently, Members maintained that, irrespective\nof whether data are held by public or private bodies or have been\nobtained using public or private financing, the body responsible\nfor collecting, processing, and communicating the information\nshould invariably be mentioned.
\nCompilation and pooling data\neffectively: Members noted that if\ndata are to be robust and reliable, their quality has to be\nstandardised, verified, and checked, whether they come from Member\nStates databases or from fisheries research\nprojects.
\nWith a view to guaranteeing comparability and\ninteroperability of fisheries data, the report:
\nBenefits from the processing and interpretation of\ndata: Members pointed out that if the\nmaximum benefit is to be derived from this initiative, the\ngovernance and operating model has to allow for the necessary\ncollection, processing, interpretation, and communication of\nfisheries data and secure the participation and genuine involvement\nof Member States, the scientific world, and local\ncommunities.
\nThey maintained, as regards governance and operation,\nthat the European Marine Observation and Data Network (EMODnet)\nshould be given permanent status.
\nThe European Parliament adopted a resolution on marine\nknowledge 2020:\"Seabed mapping for promoting sustainable fisheries\"\nas a follow-up to the Commission green Paper of 29 August\n2012.

\nExisting data on the marine environment is currently\nheld by numerous different bodies in a dispersed and fragmented\nway. Parliament suggested that it was fundamental to ensure\navailability of and ease of access to the vast reserve of data\nexisting on the marine environment in Europe and make it\navailable and accessible to potential users in order to maximise\nresources and promote development, innovation and job creation in\nthe marine and maritime sectors.
\nIn its resolution, Parliament focused on the\nimportance and usefulness of pooling, mapping, and disseminating\nfisheries data within the wider Marine Knowledge\n2020 initiative, with particular reference to the following\nkey points:

\nThe resolution advocated the creation of mechanisms to\nprovide easy access to relevant data on fishing, under conditions\nto be established and with different levels of access, and ensuring\nadequate levels of confidentiality of information and commercial\ninterests, especially information obtained from VMS reports,\nfishing logbooks, and logbooks kept by on-board\nobservers.
\nIndependently, Members maintained that, irrespective\nof whether data are held by public or private bodies or have been\nobtained using public or private financing, the body responsible\nfor collecting, processing, and communicating the information\nshould invariably be mentioned.
\nCompilation and pooling data\neffectively: Parliament noted that if\ndata are to be robust and reliable, their quality has to be\nstandardised, verified, and checked, whether they come from Member\nStates databases or from fisheries research\nprojects.
\nWith a view to guaranteeing comparability and\ninteroperability of fisheries data, the resolution considered\nit imperative to establish common protocols/models,\nharmonised and tested in sampling strategies. It also recommended\nthat Member States designate a national authority to be\nresponsible for data collection, compilation, processing, quality\ncontrol, pooling, and transmission with a view to integration into\na common fisheries information access platform.
