PURPOSE: to mobilise the Flexibility Instrument to\ncomplement the financing, in the 2014 EU budget, of the Cypriot\nStructural Funds programmes.
\nPROPOSED ACT: Decision of the European Parliament and\nof the Council.
\nCONTENT: the future Council Regulation\nlaying down the multiannual financial framework for the years\n2014-2020 allows for the mobilisation of the Flexibility Instrument\nto allow the financing of clearly identified expenditure which\ncould not be financed within the limits of the ceilings available\nfor one or more headings of the multiannual financial\nframework.
\nIn accordance with Article 11 of this Regulation, and\nafter having examined all possibilities for re-allocating\nappropriations under heading 1b, the Commission proposes to\nmobilise the Flexibility Instrument to complement the financing in\nthe general budget of the European Union for the financial year\n2014, beyond the ceiling of heading 1b, of EUR 78 380 000\ntowards the financing of the Cypriot Structural Funds\nprogrammes to grant an additional allocation from the\nStructural Funds to Cyprus.
\nThe Committee on Budgets adopted the report by\nJean-Luc DEHAENE (EPP, BE) on the proposal for a decision of the\nEuropean Parliament and of the Council on the mobilisation of the\nFlexibility Instrument.
\nThe report stated that after having examined all\npossibilities for re-allocating appropriations under heading 1b, it\nappears necessary to mobilise the flexibility instrument to\ncomplement the financing in the general budget of the European\nUnion for the financial year 2014 to finance the Cypriot Structural\nFunds programmes.
\nMembers noted that, despite contained reinforcements\nin commitments on a limited number of budget items and several\ndecreases on other budget items, the 2014 ceilings of subheading\n1b in commitments do not allow for the adequate financing of\nimportant and urgent political priorities of the Union carried\nby the Parliament and the Council.
\nTherefore, Members agreed with the mobilisation of the\nFlexibility Instrument in commitments for the financing - under\nsubheading 1b - of the Cypriot Structural Funds programmes for a\ntotal amount of EUR 89.33 million (as opposed to EUR 78\nmillion proposed by the Commission).
\nThe mobilisation of this instrument highlights, once\nagain, the crucial need for the Union budget to be increasingly\nflexible.
\nMembers called on the European Parliament to approve\nthe proposed decision annexed to this resolution.
\nThe European Parliament adopted by 580 votes to 72,\nwith 30 abstentions, a resolution on the proposal for a decision of\nthe European Parliament and of the Council on the mobilisation of\nthe Flexibility Instrument.
