PURPOSE: conclude an Agreement for scientific and technological cooperation between the European Union and European Atomic Energy Community (EURATOM) and Switzerland associating this country to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020 and regulating Switzerland's participation in the ITER activities carried out by Fusion for Energy.

NON-LEGISLATIVE ACT: Council Decision (EU) 2015/1796 on the conclusion of the Agreement for scientific and technological cooperation between the European Union and European Atomic Energy Community and the Swiss Confederation associating the Swiss Confederation to Horizon 2020 — the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020, and regulating the Swiss Confederation's participation in the ITER activities carried out by Fusion for Energy.

CONTENT: under this Council Decision, the Agreement for scientific and technological cooperation between the European Union and European Atomic Energy Community and the Switzerland associating Switzerland to Horizon 2020 — the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020, and regulating Switzerland’s participation in the ITER activities carried out by Fusion for Energy is hereby approved on behalf of the Union.

The Agreement was concluded by the European Atomic Energy Community on 5 December 2014 in accordance with Council Decision 2014/954/Euratom .

The European Parliament adopted by 559 votes to 115, with 26 abstentions, a legislative resolution on the draft Council decision on the conclusion of the Agreement for scientific and technological cooperation between the European Union and European Atomic Energy Community and the Swiss Confederation associating the Swiss Confederation to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020, and regulating the Swiss Confederation's participation in the ITER activities carried out by Fusion for Energy.

Following the recommendation by the Committee on Industry, Research and Energy, Parliament gave its consent to the conclusion of the agreement.

CONTENT: under this proposal, the Council is requested to approve on behalf of the European Union, the Agreement for scientific and technological cooperation between the European Union and European Atomic Energy Community (Euratom) and Switzerland associating this country to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020, and regulating Switzerland’s participation in the ITER activities carried out by Fusion for Energy .

The Agreement was signed on behalf of the Union on 5 December 2014 in accordance with Council Decision 2014/953/EU . It was concluded by the European Atomic Energy Community on 4 December 2014 in accordance with Council Decision 2014/954/Euratom .

BACKGROUND: on 15 November 2013, the Council authorised the Commission to open negotiations, on behalf of the European Union and EURATOM, with Switzerland in order to conclude an Agreement between the European Union and EURATOM and this country to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of EURATOM complementing Horizon 2020 , and regulating Switzerland's participation in the ITER activities carried out by Fusion for Energy .

Negotiations were completed on 24 July 2014.

It is now necessary to conclude the Agreement on behalf of the European Union.

CONTENT: this proposal calls on the Council to conclude the Agreement on behalf of the European Union.

The text of the Agreement is attached to the proposed Council Decision.

    BACKGROUND: on 15 November 2013, the Council authorised the Commission to open negotiations, on behalf of the European Union and EURATOM, with Switzerland in order to conclude an Agreement between the European Union and EURATOM and this country to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of EURATOM complementing Horizon 2020, and regulating Switzerland's participation in the ITER activities carried out by Fusion for Energy.

    Negotiations were completed on 24 July 2014.

    It is now necessary to conclude the Agreement on behalf of the European Union.

    CONTENT: this proposal calls on the Council to conclude the Agreement on behalf of the European Union.

    The text of the Agreement is attached to the proposed Council Decision.
