The Committee on\nBudgets adopted the joint report by\nJean-Luc DEHAENE (EPP, BE) and Ivailo KALFIN (S&D, BG)\non negotiations on the MFF 2014-2020: lessons to\nbe learned and the way forward.\nThe Committee on Constitutional\nAffairs exercising its prerogatives as an\nassociated committee in accordance with Rule 50 of the Rules of\nProcedure, was also consulted for an opinion on\nthe report.
\nMembers recalled that the overall level of the next\nMFF (EUR 960 billion in commitments, EUR 908 billion in payments at\n2011 prices). This represented a cut of 3.5 % in commitments and\n3.7 % in payments compared to the 2007-2013 financial\nframework, despite the growing EU competences following the\nLisbon Treaty and the enlargement of the Union to 28 Member States.\nMembers stated that this level fell short of EU political goals\nand commitments, in particular in relation to the Europe 2020\nstrategy.
\nThe committee also recalled that the EU annual budget\nwould continue to represent approximately 1% of EU GNI, a level\nwell below the own resources ceiling of 1.29% of EU GNI, as decided\nin 1992. It stressed that, faced politically with the\nimpossibility of changing the overall MFF figures decided by\nthe European Council, Parliament had focused on improving the\nimplementation of the MFF by successfully negotiating the\ninclusion of new provisions that will help to make the new\nfinancial framework and the new EU annual budget more operational,\nconsistent, transparent and responsive to the needs of EU citizens.\nThese provisions concerned, in particular, the new arrangements\nrelating to the MFF revision, flexibility, the unity and\ntransparency of the EU budget, along with a further\nengagement on reforming the financing of the EU\nbudget.
\nIn general terms, Members regretted the fact that both\nthe procedure leading up to the agreement on the MFF 2014-2020 and\nthe political debate surrounding these negotiations demonstrated\na clear lack of shared vision as regards the EU budget and\npolitical priorities, showed that there are very divergent\napproaches among the EU institutions, and fell short of\nParliaments increased role and prerogatives under the Treaty\nof Lisbon.
\nAccordingly, Members wanted to draw the necessary\npolitical and institutional lessons, which could serve as a basis\nfor the preparation of future negotiations.
\nPolitical considerations: whilst acknowledging the need for fiscal\nconsolidation in Member States, the committee pointed out that the\nEU budget was primarily an investment budget for enhancing\nnational efforts made to regain growth, stimulate competitiveness\nand generate employment in the whole EU. It was concerned at the\nfact that budgetary debates in the Council had been for many years\npoisoned by the logic of fair returns instead of\nbeing driven by the logic of the European added value. Members\nconsidered that, while this debate had already existed before the\nintroduction of a GNI-based resource, the situation had seriously\nintensified due to the current system of EU financing, whereby some\n74 % of revenues stemmed from national contributions based on GNI\ninstead of genuine own resources. This logic also prevailed in the\nway the MFF agreement was struck by the European Council on 8\nFebruary 2013. Members criticised, in particular, the increased\nnumber of special allocations and gifts granted in the\ncourse of negotiations between Heads of State and Government, which\nare not based on objective and verifiable criteria, but rather\nreflect the bargaining power of Member States, which denoted a lack\nof transparency. The report underlined that the European added\nvalue should prevail over national interests. Members strongly\nrejected this purely accounting vision of the EU budget, and\nregretted the fact that some Member States seemed to regard\nnational contributions to the EU budget purely as a cost to be\nminimized.
\nThey also considered that:
\n\n· \nany decision on the financial framework should\nbe preceded by and based on a genuine political\ndebate on the role, function and added value of the EU\nbudget;
\n\n· \nthe EU should have a system of genuine, clear,\nsimple and fair own resources, which would reduce the share of\nGNI-based contributions to a minimum.
\nInstitutional considerations: the committee recalled that Parliament was the first\nEU institution to present its vision on the MFF 2014-2020 and the\nneed to reform the financing of the EU budget. It considered it\nregrettable that: (i) prior to the European Council agreement on\nthe MFF of 8 February 2013, no meaningful negotiations were held\nbetween Parliament and the Council; (ii) despite\nParliaments strong objections, all successive\nnegotiating boxes presented by different Council\npresidencies and, ultimately, the European Council MFF agreement of\n8 February 2013 contained a significant number of legislative\nelements that should have been decided under the ordinary\nlegislative procedure;
\nDrawing lessons from these observations, Members\nwanted:
\n\n· \nParliament to use all means available to\nstrengthen its influence on the spirit, calendar and content of the\nnegotiations with the Council, by making the Council better\nacknowledge Parliaments arguments and positions;
\n\n· \na more constructive attitude on the part of\nCouncil negotiators instead of forcing Parliament to struggle,\nincluding at the highest political level, in order to engage in\nnegotiations on every article of the MFF Regulation /\nIIA;
\n\n· \nto significantly improve the modalities of any\nfuture MFF negotiations, in order to avoid deadlocks and save\nvaluable time and resources in the course of\nnegotiations.
\nMembers also called for a shift towards qualified\nmajority voting for the MFF Regulation and stated the unanimity\nrule in the Council means that the agreement represented the lowest\ncommon denominator, based on the need to avoid the veto of a single\nMember State. The general passerelle clause (Article 48(7) TEU)\ncould be deployed by the European Council to make the shift towards\nqualified majority voting and the ordinary legislative procedure\nfor the own resources and MFF decisions.
\nMFF 2014-2020: the way forward: Members declared their intention to ensure that all\nnew provisions that were successfully incorporated into the MFF\nRegulation and IIA were utilised in full in the annual budgetary\nprocedure, particularly the new rules on flexibility. They\nstressed, in this context, that the accumulated RALs had reached\na critical level that might eventually lead the EU budget into\nstructural deficit.
\nThey recalled that the next Commission was due to\nlaunch a compulsory review and revision of the MFF 2014-2020 by the\nend of 2016, at the request of Parliament. In this context, Members\nstressed the need for the next Parliament to reflect in good time\non political priorities, to identify areas for which more\ninvestments will be deemed necessary in the second half of the MFF\n2014-2020, focussing on areas of proven added value of EU\nspending.
\nAt the same time, Members strongly believed that a\nfive-year MFF cycle would enhance democratic legitimacy, and\nimprove the prioritisation of budgetary means.
\nThe report underlined that the Commission proposals\nfor the MFF revision should take full account of the latest\nmacroeconomic projections and include a thorough assessment of the\noperation of all special instruments, in particular the global\nmargins in commitments and payments. Members reiterated their\nintention to make the compulsory MFF revision a key demand in\nthe investiture of the next Commission. The next European\nParliament was called upon make the election of the proposed\ncandidate for President of the Commission conditional upon a\nstrong and non-ambiguous commitment to implementing the\npost-electoral review/revision clause and engaging in a genuine\nand deep political dialogue on its content.
\nThe issue of own resources: lastly, Members recalled that debate on Own\nResources represented a unique opportunity to overcome the deadlock\nthat has arisen over the reform of the current own-resources\nsystem. They recalled that the High Level Group on Own Resources\nhad a mandate to examine all aspects of the reform of the own\nresources system. Members stated that Parliament was firmly\ncommitted to working intensively at all stages of this process and\ncounted on the Councils equal commitment to this\nprocess.

They\nstressed, in this context, that the accumulated RALs had reached\na critical level that might eventually lead the EU budget into\nstructural deficit.
\nThey recalled that the next Commission was due to\nlaunch a compulsory review and revision of the MFF 2014-2020 by the\nend of 2016, at the request of Parliament. In this context, Members\nstressed the need for the next Parliament to reflect in good time\non political priorities, to identify areas for which more\ninvestments will be deemed necessary in the second half of the MFF\n2014-2020, focussing on areas of proven added value of EU\nspending.
\nAt the same time, Members strongly believed that a\nfive-year MFF cycle would enhance democratic legitimacy, and\nimprove the prioritisation of budgetary means.
\nThe report underlined that the Commission proposals\nfor the MFF revision should take full account of the latest\nmacroeconomic projections and include a thorough assessment of the\noperation of all special instruments, in particular the global\nmargins in commitments and payments. Members reiterated their\nintention to make the compulsory MFF revision a key demand in\nthe investiture of the next Commission. The next European\nParliament was called upon make the election of the proposed\ncandidate for President of the Commission conditional upon a\nstrong and non-ambiguous commitment to implementing the\npost-electoral review/revision clause and engaging in a genuine\nand deep political dialogue on its content.
\nThe issue of own resources: lastly, Members recalled that debate on Own\nResources represented a unique opportunity to overcome the deadlock\nthat has arisen over the reform of the current own-resources\nsystem. They recalled that the High Level Group on Own Resources\nhad a mandate to examine all aspects of the reform of the own\nresources system. Members stated that Parliament was firmly\ncommitted to working intensively at all stages of this process and\ncounted on the Councils equal commitment to this\nprocess.
\nThe European Parliament adopted by 442 votes to 170,\nwith 39 abstentions, a resolution on negotiations on the\nmultiannual financial framework (MFF) 2014-2020: lessons to be\nlearned and the way forward.
\nParliament recalled that the overall level of the next\nMFF (EUR 960 billion in commitments, EUR 908 billion in payments at\n2011 prices). This represented a cut of 3.5% in commitments and\n3.7% in payments compared to the 2007-2013 financial framework,\ndespite the growing EU competences following the Lisbon Treaty and\nthe enlargement of the Union to 28 Member States. Parliament noted\nthat this level fell short of EU political goals and\ncommitments, in particular in relation to the Europe 2020\nstrategy.
\nIt also recalled that the EU annual budget would\ncontinue to represent approximately 1% of EU GNI, a level well\nbelow the own resources ceiling of 1.29% of EU GNI, as decided in\n1992.
\nParliament stressed that, faced politically with\nthe impossibility of changing the overall MFF\nfigures decided by the European Council, it had focused\non improving the implementation of the MFF by\nsuccessfully negotiating the inclusion of new provisions that will\nhelp to make the new financial framework and the new EU annual\nbudget more operational, consistent, transparent and responsive to\nthe needs of EU citizens. These provisions concerned, in\nparticular, the new arrangements relating to the MFF\nrevision, flexibility, the unity and transparency of\nthe EU budget, along with a further engagement\non reforming the EUs own resources.
\nHowever, in general terms, Parliament regretted the\nfact that both the procedure leading up to the agreement on the MFF\n2014-2020 and the political debate surrounding these negotiations\ndemonstrated a clear lack of shared vision as regards the\nEU budget and political priorities, showed that there are very\ndivergent approaches among the EU institutions, and fell\nshort of Parliaments increased role and prerogatives under\nthe Treaty of Lisbon.
\nAccordingly, Parliament wanted to draw the necessary\npolitical and institutional lessons, which could serve as a basis\nfor the preparation of future negotiations.
\nPolitical considerations: whilst acknowledging the need for fiscal consolidation\nin Member States, Parliament pointed out that the EU budget was\nprimarily an investment budget for enhancing national\nefforts made to regain growth, stimulate competitiveness and\ngenerate employment in the whole EU. It was concerned at the fact\nthat budgetary debates in the Council had been for many years\npoisoned by the logic of fair returns instead\nof being driven by the logic of the European added value.\nParliament considered that, while this debate had already existed\nbefore the introduction of a GNI-based resource, the situation had\nseriously intensified due to the current system of EU financing,\nwhereby some 74 % of revenues stemmed from national contributions\nbased on GNI instead of genuine own resources. This logic also\nprevailed in the way the MFF agreement was struck by the European\nCouncil on 8 February 2013. Parliament criticised, in particular,\nthe increased number of special allocations and gifts\ngranted in the course of negotiations between Heads of State and\nGovernment, which are not based on objective and verifiable\ncriteria, but rather reflect the bargaining power of Member States,\nwhich denoted a lack of transparency. Parliament underlined that\nthe European added value should prevail over national\ninterests.
\nParliament strongly rejected this purely accounting\nvision of the EU budget, and regretted the fact that some Member\nStates seemed to regard national contributions to the EU budget\npurely as a cost to be minimized.
\nIt also considered that:
\n\n· \nany decision on the financial framework should\nbe preceded by and based on a genuine political\ndebate on the role, function and added value of the EU\nbudget;
\n\n· \nthe EU should have a system of genuine, clear,\nsimple and fair own resources, which would reduce the share of\nGNI-based contributions to a minimum.
\nInstitutional considerations: Parliament recalled that it was the first EU\ninstitution to present its vision on the MFF 2014-2020 and the need\nto reform the financing of the EU budget. It considered it\nregrettable that: (i) prior to the European Council\nagreement on the MFF of 8 February 2013, no meaningful negotiations\nwere held between Parliament and the Council; (ii) despite\nParliaments strong objections, all successive\nnegotiating boxes presented by different Council\npresidencies and, ultimately, the European Council MFF agreement of\n8 February 2013 contained a significant number of legislative\nelements that should have been decided under the ordinary\nlegislative procedure.
\nDrawing lessons from these observations, Parliament\ncalls for:
\n\n· \nit to be able to use all means available to\nstrengthen its influence on the spirit, calendar and content of the\nnegotiations with the Council;
\n\n· \na more constructive attitude on the part of\nCouncil negotiators instead of forcing Parliament to struggle,\nincluding at the highest political level, in order to engage in\nnegotiations on every article of the MFF Regulation /\nIIA;
\n\n· \na significant improvement in the modalities of\nany future MFF negotiations, in order to avoid deadlocks and save\nvaluable time and resources in the course of\nnegotiations.
\nParliament also called for a shift towards\nqualified majority voting for the MFF Regulation and stated the\nunanimity rule in the Council means that the agreement represented\nthe lowest common denominator, based on the need to avoid the veto\nof a single Member State. The general passerelle clause (Article\n48(7) TEU) could be deployed by the European Council to make the\nshift towards qualified majority voting and the ordinary\nlegislative procedure for the own resources and MFF\ndecisions.
\nMFF 2014-2020: the way forward: Parliament declared its intention to ensure that all\nnew provisions that were successfully incorporated into the MFF\nRegulation and IIA were utilised in full in the annual budgetary\nprocedure, particularly the new rules on flexibility. It stressed,\nin this context, that the accumulated RALs had reached a\ncritical level that might eventually lead the EU budget\ninto structural deficit.
