PURPOSE: to mobilise the European Union Solidarity\nFund to provide the sum of EUR 50 000 000 in commitment and payment\nappropriations which shall be included in the 2015 budget for the\npayment of advances in order to meet the most urgent\nneeds.
\nPROPOSED ACT: Decision of the European Parliament and\nof the Council.
\nCONTENT: the European Union created the European Union\nSolidarity Fund to show solidarity with the population of regions\nstruck by disasters.
\nArticle 10 of Regulation (EU, Euratom) N°\n1311/2013 allows the mobilisation of the Fund\nwithin the annual ceiling of EUR 500 million (2011 prices), over\nand above the relevant headings of the financial\nframework.
\nThe conditions of eligibility to the Fund are detailed\nin the Regulation of the European Parliament and the Council,\namending Council Regulation (EC) No\n2012/2002, which foresees that an amount of up to\na maximum of EUR 50 000 000 in both commitment and payment\nappropriations shall be included in the budget for the payment\nof advances.
\nIt is proposed that the\nCommission should include these amounts in the Draft Budget\n2015.
\nThe Committee on Budgets adopted the report by\nSiegfried MUREŞAN (EPP, RO) on the proposal for a decision of\nthe European Parliament and of the Council on the mobilisation of\nthe European Union Solidarity Fund, in accordance with point 11 of\nthe Interinstitutional Agreement\nof 2 December 2013 between the European Parliament, the Council and\nthe Commission on budgetary discipline, on cooperation in budgetary\nmatters and on sound financial management.
\nMembers recalled that, in line with Regulation (EU) No 661/2014\nwhich amended Regulation (EC) No 2012/2002,\nan amount of EUR 50 million is made available for the payment of\nadvances through appropriations in the general budget of the\nUnion.
\nMembers also recalled that the current Decision\nannexed is not linked to a specific case of a natural disaster.\nInstead, it aims at entering in the Budget 2015 the amount of EUR\n50 million in commitments and payments, which corresponds to\nadvances that will need to be paid out in a speedier and more\nefficient way in the event of a natural disaster next\nyear.
\nThis is the direct result of the new provision of the\nnew EU Solidarity Fund Regulation, acknowledging the need for\nMember States to receive financial support to respond to a natural\ndisaster more rapidly than is possible through the normal\nprocedure. This position prevailed in the relevant negotiations and\nan amount of up to a maximum EUR 50 million should be budgeted\nannually for this purpose.
\nTherefore, the committee called on the European\nParliament to approve the decision annexed to this motion for a\nresolution and to include the amounts in the Budget\n2015.
\nThe European Parliament adopted by 669 votes to 32,\nwith 6 abstentions, a resolution on the proposal for a decision of\nthe European Parliament and of the Council on the mobilisation of\nthe European Union Solidarity Fund, in accordance with point 11 of\nthe Interinstitutional Agreement\nof 2 December 2013 between the European Parliament, the Council and\nthe Commission on budgetary discipline, on cooperation in budgetary\nmatters and on sound financial management.
