PURPOSE: to mobilise the Flexibility Instrument to\ncomplement the financing of the Cypriot Structural Funds programmes\nunder heading 1b (cohesion for growth and employment in the least\ndeveloped EU countries and regions).
\nPROPOSED ACT: Decision of the European Parliament and\nof the Council.
\nCONTENT: Council Regulation (EU, EURATOM) No 1311/2013\nof 2 December 2013 laying down the multiannual financial framework for the years\n2014-2020 allows for the mobilisation of the\nFlexibility Instrument to allow the financing of clearly identified\nexpenditure which could not be financed within the limits of the\nceilings available for one or more headings of the multiannual\nfinancial framework.
\nArticle 11 of Council Regulation 1311/2013 established\na Flexibility instrument of up to EUR 471 million (2011 prices) per\nyear.
\nAfter having examined all possibilities for\nre-allocating appropriations under heading 1b, it appears necessary\nto mobilise the flexibility instrument to complement the financing\nin the general budget of the European Union for the financial year\n2015, beyond the ceiling of heading 1b, by EUR 79 785 595\ntowards the financing of the Cypriot Structural Funds programmes,\nto grant an additional allocation from the Structural Funds to\nCyprus for the year 2015 for a total amount of EUR 100\n000 000.
\nIt should be noted that for the financial year 2014,\nthe European Parliament and the Council already mobilised the\nFlexibility instrument by Decision of 20 November 2013\nfor the financing of the Cypriot Structural Funds programmes for an\namount of EUR 89 330 000 in commitment appropriations\nonly.
\nThe Commission proposes that for the general budget of\nthe European Union for the financial year 2015, the flexibility\ninstrument shall be used to provide the sum of:
\n· \nEUR 79 785 595 in commitment\nappropriations in heading\n1b,
\n· \nEUR 11 315 595 in payment\nappropriations.
\nThe payment appropriations to cover the additional\ncommitment appropriations for Cyprus, mobilised via the Flexibility\nInstrument in 2014 and 2015, are\nestimated on the basis of the indicative payment profile as\nfollows:
\n\n· \n2015: EUR 11.3\nmillion,
\n\n· \n2016: EUR 43.7 million,
\n\n· \n2017: EUR 73.9 million,
\n\n· \n2018: EUR 40.2 million.
\nThe precise annual amounts for the period 2016-18 will\nbe defined in the draft budget of the related year. These amounts\nwill be counted over and above the annual MFF ceiling for payment\nappropriations for the purposes of calculating the unallocated\nmargin and the global margin for payments.
\nThe Committee on Budgets adopted the report by Eider\nGARDIAZABAL RUBIAL (S&D, ES) on the proposal for a decision of\nthe European Parliament and of the Council on mobilisation of the\nFlexibility Instrument, in accordance with point 12 of the Interinstitutional Agreement\nof 2 December 2013 between the European Parliament, the Council and\nthe Commission on budgetary discipline, on cooperation in budgetary\nmatters and on sound financial management.
\nMembers recalled that after having examined all\npossibilities for re-allocating commitment appropriations under\nsub-heading 1b, it appears necessary to mobilise the Flexibility\nInstrument for commitment appropriations. Therefore, the Commission\nhas proposed to mobilise the Flexibility Instrument, over and above\nthe MFF ceilings, to complement the financing in the general budget\nof the European Union for the financial year 2015 for EUR 79.8\nmillion in commitment appropriations in relation to the additional\nallocation from the Structural Funds to Cyprus, by a total amount\nof EUR 100 million for the year 2015.
\nMembers agreed therefore with the mobilisation of the\nFlexibility Instrument and amended the Commission proposal to\nfinance the additional allocation for the Cypriot Structural\nFunds programmes under sub-heading 1b up to the amount of EUR 83.26\nmillion.
\nThey also reiterated that:
\nAt the same time, Members called on the European\nParliament to approve the mobilisation of the Flexibility\nInstrument to provide the sum of EUR 83 285 595 in commitment\nappropriations in sub-heading 1b as well as the decision annexed\nthis to this motion for a resolution.
\nPayments associated with the financing of the Cypriot\nStructural Funds through the Flexibility Instrument in 2014 and\n2015 will be EUR 172.6 million for the period 2015-2018.
\nThe European Parliament adopted by 587 votes to 105,\nwith 17 abstentions, a resolution on the proposal for a decision of\nthe European Parliament and of the Council on mobilisation of the\nFlexibility Instrument, in accordance with point 12 of the Interinstitutional Agreement\nof 2 December 2013 between the European Parliament, the Council and\nthe Commission on budgetary discipline, on cooperation in budgetary\nmatters and on sound financial management.

\nTaking into account the\nsupplementary nature of the Flexibility Instrument, it is necessary\nto provide additional payment appropriations to cover the\nadditional commitment appropriations for Cyprus for the two\nfinancial years 2014 and 2015 on the basis of the expected payment\nprofile, estimated at:
\n· \nEUR 11.3 million in 2015,
\n· \nEUR 45.7 million in 2016,
\n· \nEUR 75.4 million in 2017,
\n· \nEUR 40.2 million in 2018.
