PURPOSE: presentation by the Commission of the\nconsolidated annual accounts of the European Union for the\nfinancial year 2013, as part of the 2013 discharge\nprocedure.
\nAnalysis of the accounts of the European Chemicals\nAgency (ECHA).
\nCONTENT: this Commission document sets out the\nconsolidated annual accounts of the European Union for the\nfinancial year 2013 as prepared on the basis of the information\npresented by the institutions, organisations and bodies of the EU,\nin accordance with Article 129 (2) of the Financial Regulation\napplicable to the EU's General Budget, including the European\nChemicals Agency (ECHA).
\nThe document contains the figures on which the\ndischarge procedure is based.
\nDischarge procedure of the EU agencies: the EU Budget finances a wide range of policies and\nprogrammes throughout the EU. In accordance with the priorities set\nby the European Parliament and the Council in the multi-annual\nfinancial framework (MFF), the European Commission carries out\nspecific programmes, activities and projects in the field with the\ntechnical support of some specialised agencies.
\nThe consolidated annual accounts of the EU provide\ninformation on the activities of the institutions, agencies and\nother bodies of the EU from a budgetary and accrual accounting\nperspective.
\nThe consolidated reports on the implementation of the\ngeneral budget of the EU include the budget implementation of all\nInstitutions. Agencies do not have a separate budget inside the\nEU budget; and they are partially financed by a Commission\nbudget subsidy.
\nEach agency is subject to its own discharge\nprocedure.

\nThe Committee on Budgetary Control adopted the report\nby Ryszard CZARNECKI (ECR, PL) on discharge in respect of the\nimplementation of the budget of the European Chemicals Agency\n(ECHA) for the financial year 2013.
\nIt called on the European Parliament to grant the\nExecutive Director of the Agency discharge in respect of the\nimplementation of the Agencys budget for the financial year\n2013.
\nNoting that the Court of Auditors stated that it has\nobtained reasonable assurances that the annual accounts of the\nAgency for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Members called on\nthe Parliament to approve the closure of the Agencys\naccounts. They made, however, a number of recommendations that\nneeded to be taken into account when the discharge is granted, in\naddition to the general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies.
\nMembers also made a series of observations on\nprocurement procedures, recruitment and internal\ncontrol.
\nThey also noted with concern that the Agencys\nExecutive Director made a reservation regarding his\ndeclaration of assurance for the year 2013, since the Agency's\nmandate does not include controls or inspections at national level\nand therefore, no confirmation could be given that only registered\nor authorised substances and products, for which a fee was paid to\nthe Agency, were circulating on the Union market. Lastly, they\nnoted the appointment of a small and medium-sized enterprises\n(SMEs) ambassador who advocates the interest of smaller enterprises\nexternally and internally within the Agency. Members noted\nfurthermore that the Agencys priority is to provide\nintensive support so that SMEs will be able to comply with the\nrequirements as well as the introduction of the authorisation\nprocess as part of the REACH Regulation, in order to encourage the\nsubstitution of the most hazardous chemicals and innovation by\nswapping them for safer alternatives.
\nThe European Parliament adopted by 557 votes to 127,\nwith 5 abstentions, a decision to grant discharge to the Executive\nDirector of the European Chemicals Agency (ECHA) for the financial\nyear 2013.
\nThe vote on the discharge decision approved the\nclosure of the accounts (in accordance with Annex VI, Article 5(1)\nof the Rules of Procedure of the European Parliament).
\nNoting that the Court of Auditors stated that\nit has obtained reasonable assurances that the annual accounts of\nthe Agency for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Parliament adopted\nby 577 votes to 105, with 7 abstentions, a resolution containing a\nnumber of recommendations that form an integral part of the\ndischarge decision and as well as the general recommendations that\nappear in the resolution on performance,\nfinancial management and control of EU\nagencies:
\nParliament also made a series of observations on\nprocurement procedures, recruitment and internal\ncontrol.
\nFurthermore, it noted with concern that the\nAgencys Executive Director made a reservation\nregarding his declaration of assurance for the year 2013, since the\nAgency's mandate does not include controls or inspections at\nnational level and therefore, no confirmation could be given that\nonly registered or authorised substances and products, for which a\nfee was paid to the Agency, were circulating on the Union\nmarket.
\nParliament asked again that the Agency make clear in\nits internal and external communication that it receives funds\nfrom the general budget of the Union (\"Union subsidy\") instead\nof a \"Commission\" or \"Community\" subsidy.
\nImplementation of REACH:\nLastly, Parliament stated that the appointment of a small and\nmedium-sized enterprises (SMEs) ambassador who advocates the\ninterest of smaller enterprises externally and internally within\nthe Agency. \nIt called on the European Parliament to grant the\nExecutive Director of the Agency discharge in respect of the\nimplementation of the Agencys budget for the financial year\n2013.
\nNoting that the Court of Auditors stated that it has\nobtained reasonable assurances that the annual accounts of the\nAgency for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Members called on\nthe Parliament to approve the closure of the Agencys\naccounts. They made, however, a number of recommendations that\nneeded to be taken into account when the discharge is granted, in\naddition to the general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies.
\nMembers also made a series of observations on\nprocurement procedures, recruitment and internal\ncontrol.
\nThey also noted with concern that the Agencys\nExecutive Director made a reservation regarding his\ndeclaration of assurance for the year 2013, since the Agency's\nmandate does not include controls or inspections at national level\nand therefore, no confirmation could be given that only registered\nor authorised substances and products, for which a fee was paid to\nthe Agency, were circulating on the Union market. Lastly, they\nnoted the appointment of a small and medium-sized enterprises\n(SMEs) ambassador who advocates the interest of smaller enterprises\nexternally and internally within the Agency. Members noted\nfurthermore that the Agencys priority is to provide\nintensive support so that SMEs will be able to comply with the\nrequirements as well as the introduction of the authorisation\nprocess as part of the REACH Regulation, in order to encourage the\nsubstitution of the most hazardous chemicals and innovation by\nswapping them for safer alternatives.
\nThe European Parliament adopted by 557 votes to 127,\nwith 5 abstentions, a decision to grant discharge to the Executive\nDirector of the European Chemicals Agency (ECHA) for the financial\nyear 2013.
\nThe vote on the discharge decision approved the\nclosure of the accounts (in accordance with Annex VI, Article 5(1)\nof the Rules of Procedure of the European Parliament).
\nNoting that the Court of Auditors stated that\nit has obtained reasonable assurances that the annual accounts of\nthe Agency for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Parliament adopted\nby 577 votes to 105, with 7 abstentions, a resolution containing a\nnumber of recommendations that form an integral part of the\ndischarge decision and as well as the general recommendations that\nappear in the resolution on performance,\nfinancial management and control of EU\nagencies:

\nFurthermore, it noted with concern that the\nAgencys Executive Director made a reservation\nregarding his declaration of assurance for the year 2013, since the\nAgency's mandate does not include controls or inspections at\nnational level and therefore, no confirmation could be given that\nonly registered or authorised substances and products, for which a\nfee was paid to the Agency, were circulating on the Union\nmarket.
\nParliament asked again that the Agency make clear in\nits internal and external communication that it receives funds\nfrom the general budget of the Union (\"Union subsidy\") instead\nof a \"Commission\" or \"Community\" subsidy.
\nImplementation of REACH:\nLastly, Parliament stated that the appointment of a small and\nmedium-sized enterprises (SMEs) ambassador who advocates the\ninterest of smaller enterprises externally and internally within\nthe Agency. It noted furthermore that the Agencys priority\nis to provide intensive support so that SMEs will be able to\ncomply with the requirements as well as the introduction of the\nauthorisation process as part of the REACH Regulation, in order to\nencourage the substitution of the most hazardous chemicals and\ninnovation by swapping them for safer alternatives.
