PURPOSE: presentation by the Commission of the\nconsolidated annual accounts of the European Union for the\nfinancial year 2013, as part of the 2013 discharge\nprocedure.
\nAnalysis of the accounts of the European Institute\nfor Gender Equality (EIGE).
\nCONTENT: this Commission document sets out the\nconsolidated annual accounts of the European Union for the\nfinancial year 2013 as prepared on the basis of the information\npresented by the institutions, organisations and bodies of the EU,\nin accordance with Article 129 (2) of the Financial Regulation\napplicable to the EU's General Budget, including the European\nInstitute for Gender Equality (EIGE).
\nThe document contains the figures on which the\ndischarge procedure is based.
\nDischarge procedure of the EU agencies: the EU Budget finances a wide range of policies and\nprogrammes throughout the EU. In accordance with the priorities set\nby the European Parliament and the Council in the multi-annual\nfinancial framework (MFF), the European Commission carries out\nspecific programmes, activities and projects in the field with the\ntechnical support of some specialised agencies.
\nThe consolidated annual accounts of the EU provide\ninformation on the activities of the institutions, agencies and\nother bodies of the EU from a budgetary and accrual accounting\nperspective.
\nThe consolidated reports on the implementation of the\ngeneral budget of the EU include the budget implementation of all\nInstitutions. Agencies do not have a separate budget inside the\nEU budget; and they are partially financed by a Commission\nbudget subsidy.
\nEach agency is subject to its own discharge\nprocedure.
\nEIGE: in 2013, the tasks\nand budget of this agency were as follows:

\nThe Committee on Budgetary Control adopted the report\nby Ryszard CZARNECKI (ECR, PL) on discharge in respect of the\nimplementation of the budget of the European Institute for Gender\nEquality (EIGE) for the financial year 2013.
\nIt called on the European Parliament to grant the\nDirector of the Institute discharge in respect of the\nimplementation of the Institutes budget for the financial\nyear 2013.
\nNoting that the Court of Auditors stated that it has\nobtained reasonable assurances that the annual accounts of the\nAuthority for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Members called on\nthe Parliament to approve the closure of the Institutes\naccounts. They made, however, a number of recommendations that\nneeded to be taken into account when the discharge is granted, in\naddition to the general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies.
\nMembers also made a series of observations on\nprocurement procedures, the prevention and management of conflicts\nof interests, recruitment and internal control.
\nLastly, they noted that in order to improve\nprocurement, planning and monitoring, the Institute has put in\nplace a monitoring tool which follows the expected dates of each\nstep of the annual procurement proceedings.
\nThe European Parliament adopted by 552 votes to 134,\nwith 6 abstentions, a decision to grant discharge to the Director\nof the European Institute for Gender Equality (EIGE) for the\nfinancial year 2013.
\nThe vote on the discharge decision approved the\nclosure of the accounts (in accordance with Annex VI, Article 5(1)\nof the Rules of Procedure of the European Parliament).
\nNoting that the Court of Auditors stated that\nit has obtained reasonable assurances that the annual accounts of\nthe Institute for the financial year 2013 are reliable, and that\nthe underlying transactions are legal and regular, Parliament\nadopted by 578 votes to 102, with 6 abstentions, a resolution\ncontaining a number of recommendations that form an integral part\nof the discharge decision and as well as the general\nrecommendations that appear in the resolution on performance,\nfinancial management and control of EU\nagencies:
\nParliament made a series of observations on\nprocurement procedures, the prevention and management of conflicts\nof interests, recruitment and internal control. It noted that in\norder to improve procurement, planning and monitoring, the\nInstitute has put in place a monitoring tool which follows the\nexpected dates of each step of the annual procurement\nproceedings.
\nLastly, Parliament called on the Institute to include\nthe joint annual meetings between Parliament's Committee on Women's\nRights and Gender Equality and the Institute in its annual work\nprogramme. It called on the Institute to regularly present the\nresults and findings of its research before the relevant\nParliament's committees and called on the Institute to facilitate\naccess in a more proactive way to gender-related information,\nfocused on the work carried out by its members, to Parliament's\nCommittee on Women's Rights and Gender Equality.
\nPURPOSE: to grant discharge to the European Institute\nfor Gender Equality for the financial year 2013.
\nNON LEGISLATIVE ACT: Decision (EU) 2015/1659 of the\nEuropean Parliament on discharge in respect of the implementation\nof the budget of the European Institute for Gender Equality for the\nfinancial year 2013.
\nCONTENT: with the present decision, the European\nParliament grants discharge to the Director of the European\nInstitute for Gender Equality for the implementation of its budget\nfor the financial year 2013.
\nThis decision is in line with the European\nParliament's resolution adopted on 29 April 2015 and comprises a\nseries of observations that form an integral part of the discharge\ndecision (please refer to the summary of the opinion of 29 April\n2015).
\nAmongst Parliaments main observations, it called\non the Institute to include the joint annual meetings between\nParliament's Committee on Women's Rights and Gender Equality and\nthe Institute in its annual work programme, and to regularly\npresent the results and findings of its research before the\nrelevant Parliamentary committees.

\nThe Committee on Budgetary Control adopted the report\nby Ryszard CZARNECKI (ECR, PL) on discharge in respect of the\nimplementation of the budget of the European Institute for Gender\nEquality (EIGE) for the financial year 2013.
\nIt called on the European Parliament to grant the\nDirector of the Institute discharge in respect of the\nimplementation of the Institutes budget for the financial\nyear 2013.
\nNoting that the Court of Auditors stated that it has\nobtained reasonable assurances that the annual accounts of the\nAuthority for the financial year 2013 are reliable, and that the\nunderlying transactions are legal and regular, Members called on\nthe Parliament to approve the closure of the Institutes\naccounts. They made, however, a number of recommendations that\nneeded to be taken into account when the discharge is granted, in\naddition to the general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies.
\nMembers also made a series of observations on\nprocurement procedures, the prevention and management of conflicts\nof interests, recruitment and internal control.
\nLastly, they noted that in order to improve\nprocurement, planning and monitoring, the Institute has put in\nplace a monitoring tool which follows the expected dates of each\nstep of the annual procurement proceedings.
\nThe European Parliament adopted by 552 votes to 134,\nwith 6 abstentions, a decision to grant discharge to the Director\nof the European Institute for Gender Equality (EIGE) for the\nfinancial year 2013.
\nThe vote on the discharge decision approved the\nclosure of the accounts (in accordance with Annex VI, Article 5(1)\nof the Rules of Procedure of the European Parliament).
\nNoting that the Court of Auditors stated that\nit has obtained reasonable assurances that the annual accounts of\nthe Institute for the financial year 2013 are reliable, and that\nthe underlying transactions are legal and regular, Parliament\nadopted by 578 votes to 102, with 6 abstentions, a resolution\ncontaining a number of recommendations that form an integral part\nof the discharge decision and as well as the general\nrecommendations that appear in the resolution on performance,\nfinancial management and control of EU\nagencies:
\nParliament made a series of observations on\nprocurement procedures, the prevention and management of conflicts\nof interests, recruitment and internal control. It noted that in\norder to improve procurement, planning and monitoring, the\nInstitute has put in place a monitoring tool which follows the\nexpected dates of each step of the annual procurement\nproceedings.
\nLastly, Parliament called on the Institute to include\nthe joint annual meetings between Parliament's Committee on Women's\nRights and Gender Equality and the Institute in its annual work\nprogramme. It called on the Institute to regularly present the\nresults and findings of its research before the relevant\nParliament's committees and called on the Institute to facilitate\naccess in a more proactive way to gender-related information,\nfocused on the work carried out by its members, to Parliament's\nCommittee on Women's Rights and Gender Equality.
\nPURPOSE: to grant discharge to the European Institute\nfor Gender Equality for the financial year 2013.
\nNON LEGISLATIVE ACT: Decision (EU) 2015/1659 of the\nEuropean Parliament on discharge in respect of the implementation\nof the budget of the European Institute for Gender Equality for the\nfinancial year 2013.
\nCONTENT: with the present decision, the European\nParliament grants discharge to the Director of the European\nInstitute for Gender Equality for the implementation of its budget\nfor the financial year 2013.
\nThis decision is in line with the European\nParliament's resolution adopted on 29 April 2015 and comprises a\nseries of observations that form an integral part of the discharge\ndecision (please refer to the summary of the opinion of 29 April\n2015).
\nAmongst Parliaments main observations, it called\non the Institute to include the joint annual meetings between\nParliament's Committee on Women's Rights and Gender Equality and\nthe Institute in its annual work programme, and to regularly\npresent the results and findings of its research before the\nrelevant Parliamentary committees.
