The European Parliament adopted a resolution on the\n2014 Progress Report on Bosnia and Herzegovina.
\nMembers recalled that the EU has repeatedly stated its\nunequivocal commitment to BiHs European perspective and to\nits territorial integrity, sovereignty and unity. It urged the new\nBiH leaders to commit fully to carrying out the necessary\ninstitutional, economic and social reforms in order to improve the\nlives of BiH citizens and enable progress on the path to EU\nmembership.
\nReforms: Members\nstrongly supported the European integration of BiH and believed\nthat the EUs reinforced engagement should focus, inter alia,\non socio-economic issues, the business environment, the\ninstitutional framework, the rule of law and governance, law\nenforcement policy, an independent judiciary, the fight against\ncorruption, public administration reform, civil society and youth.\nThey invited the new leaders of BiH to agree with the EU on a\nconcrete roadmap for a broad and inclusive reform agenda to\nadvance the country on its path towards the EU.
\nEnhanced democracy:\nParliament considered it crucial to continue, in parallel, with\npolitical reforms and democratisation of the political system. It\nunderlined the fact that economic prosperity is only possible if it\nis based on a democratic and inclusive society and state. According\nto the Parliament, BiH will not be a successful candidate for EU\nmembership until appropriate institutional conditions have been\nestablished.
\nMembers are seriously concerned that the public\nadministration, which is supposed to help BiH advance towards\nEU membership and improve living conditions for its citizens,\ncontinues to be fragmented, politicised and\ndysfunctional.
\nFight against corruption: Parliament urged the authorities to make the fight\nagainst corruption an absolute priority, given that it has not yet\nresulted in satisfactory improvements and that corruption affects\nall sectors, including health and education, and in particular the\njudicial system.
\nWar crimes: Parliament\ncalled for steps to be taken to strengthen the protection of\nvictims and improve the work of the BiH Prosecutors Office by\nreviewing the processing of Category II war crimes cases. It noted\nwith concern that there are still 84 500 internally displaced\npersons (IDPs) and 6 853 refugees in BiH. It is concerned at the\nviolation of the rights of returnees in the Republic of\nSerbia.
\nFight against terrorism:\nParliament urged the authorities to amend the Criminal Code in\norder to strengthen the criminalisation of the financing of\nterrorism. It welcomed the amendment to the Criminal Code seeking\nto ban and punish membership of foreign paramilitary groups, in\norder to prevent religious radicalisation.
\nIt noted that BiH remains a country of origin, transit\nand destination for the trafficking of human beings. It recommended\nthat the authorities take effective measures, including legislative\nmeasures, to combat trafficking in drugs and human beings\nand provide protection for the victims of human\ntrafficking.
\nLGBTI people and Roms:\nParliament considered it essential to foster an inclusive and\ntolerant society in BiH, protecting and promoting minorities and\nvulnerable groups. It encouraged the authorities to implement\nawareness-raising actions on the rights of LGBTI people among the\njudiciary, law enforcement agencies and the general public. It\ncommended the progress made with regard to the housing needs of\nRoma and called for further steps to be taken to improve their\nliving conditions by improving access to employment, health and\neducation.
\nEconomic development:\nParliament considered that BiH has made little progress towards\nbecoming a functioning market economy. It is concerned that\nconsiderable weaknesses in the business environment continue to\nnegatively affect private-sector development and foreign direct\ninvestment. It highlighted the fact that economic prosperity and\njob prospects, especially for young people, are essential to the\ndevelopment of the country. It called on the governments to\nimplement labour market reforms in order to tackle the very high\nunemployment rate.
\nRegional cooperation:\nlastly, Parliament welcomed BiHs constructive and proactive\nstance in promoting regional cooperation. It stresses the crucial\nimportance of good neighbourly relations and invited the new\nleaders to continue and enhance efforts to resolve outstanding\nborder and property issues with neighbouring countries.
