PURPOSE: to\nmobilise the\nEuropean Globalisation Adjustment Fund (EGF) to assist Belgium in\nrespect of redundancies in the manufacturing of\nmachinery.
\nPROPOSED ACT: ACT: Decision of the European Parliament\nand of the Council.
\nCONTENT: Article 12 of Council Regulation (EU,\nEuratom) No 1311/2013 laying down the\nmultiannual financial framework for the years\n2014-2020 provides that the EGF shall not exceed a maximum\nannual amount of EUR 150 million (2011 prices)\nover and above the relevant headings of the financial\nframework.
\nThe rules applicable to financial\ncontributions from the European Globalisation Adjustment Fund (EGF)\nare laid down in Regulation\n(EU) No 1309/2013 of the European Parliament and of the\nCouncil on the European Globalisation Adjustment Fund (2014-2020)\nand repealing Regulation\n(EC) No 1927/2006.
\nIn this context, the Commission examined\nthe application for mobilisation of the EGF to assist Belgium and\nconcluded the following:
\nBelgium: EGF/2015/012 BE/Hainaut Machinery: on 17 December 2015,\nBelgium submitted application EGF/2015/012 BE/Hainaut Machinery for\na financial contribution from the EGF, following redundancies in\nthe economic sector of manufacture of machinery and equipment (NUTS\nlevel 2 region) of Hainaut in Belgium.
\nBelgium submitted application within the deadline of\n12 weeks set out in the Regulation. This deadline within\nwhich the Commission should finalise its assessment of the\napplication's compliance with the conditions for providing a\nfinancial contribution expires on 5 May 2016.
\nIn order to establish the link between the\nredundancies and major structural changes in world trade patterns\ndue to globalisation, Belgium argued that Union trade in\nconstruction machinery has undergone serious disruptions in recent\nyears. This has had a negative impact on the profitability in\nEurope of the three enterprises, which are all specialised in\nproduction of components and/or assemblage of machines used in the\nconstruction sector.
\nThe sector concerned by the proposal is characterised\nby having production units close to the market. Therefore, the\nthree enterprises mainly produce for the European\nmarket.
\nDue to declining public and private investments in\ninfrastructure, the demand for the products produced by the three\nenterprises has decreased accordingly. The production of\nconstruction engines in Europe has seen a decline of 45.1 %.\nSimultaneously, steel prices in Europe have increased significantly. Declining economies of scale and\nincreasing unit costs have led to a loss of competitiveness for the\nEuropean plants. This decline in competitiveness has led to the\ndelocalisation to third countries of substantial production\ncapacity (in particular Asian plants have benefitted from this\ndevelopment).
\nThe primary event giving rise to these redundancies is\nthe announcement by Caterpillar Belgium S.A. on 23 February 2013 to\nenter into a collective redundancy procedure at its production\nplant located in Gosselies (the majority of the 1399 workers\nconcerned were the subjects of a first\nEGF application involving redundancies at the enterprise). The\ncurrent proposal includes the remaining 169 workers at the\nsite. Carwall S.A., a principal supplier of cabs for\nCaterpillar Belgium S.A., witnessed a falling demand for its\nproducts, mainly due to fewer orders coming from Caterpillar, and\nwas forced to scale down production accordingly. The third\nenterprise concerned by this proposal, Doosan S.A., produces\nexcavators. Falling demand for its products in Europe led to the\ndecision to close a production plant located in Frameries and\nsupply the European market from its production sites in South\nKorea.
\nThe impact of the redundancies on the local and\nregional economy and employment is expected to be significant.\nHainaut is facing a difficult labour market situation with an\nunemployment rate of 14.5 % (5.9 percentage points higher than the\nnational average).
\nTo date, the Manufacture of machinery and equipment\nn.e.c sector has been the subject of 14 EGF applications, eight of\nwhich based on trade related globalisation and six on the global\nfinancial and economic crisis.
\nBasis of the Belgian application: Belgium submitted the\napplication under the intervention criteria of Article 4(2)\nderogating from the criteria of Article 4(1) (b) of the EGF\nRegulation, which requires at least 500 workers being made\nredundant over a reference period of nine months in enterprises\noperating in the same economic sector defined at NACE Revision 2\nDivision and located in one region or two contiguous regions\ndefined at NUTS 2 level in a Member State.
\nThere were 488 redundancies in the NUTS 2 region of\nHainaut (B32). The reference period of nine months for the\napplication runs from 25 December 2014 to 25 September\n2015.
\nHaving examined this application, the proposed\ncontribution from the EGF to the coordinated package of\npersonalised services is EUR 1 824 041.
\nBUDGETARY IMPLICATION: having examined the application\nin respect of the conditions set out in Article 13(1) of the EGF\nRegulation, and having taken into account the number of targeted\nbeneficiaries, the Commission proposed to mobilise the EGF for the\namount of EUR 1 824 041, representing 60 % of the total costs of\nthe proposed actions, in order to provide a financial contribution\nfor the application.
\nThe proposed decision to mobilise the EGF will be\ntaken jointly by the European Parliament and the Council, as laid\ndown in point 13 of the Interinstitutional\nAgreement of 2 December 2013 between the European Parliament,\nthe Council and the Commission on budgetary discipline, on\ncooperation in budgetary matters and on sound financial\nmanagement.
\nAt the same time as it presents this proposal for a\ndecision to mobilise the EGF, the Commission will present to the\nEuropean Parliament and to the Council a proposal for a transfer to\nthe relevant budgetary line for the proposed amount.
\nAt the same time as it adopts this proposal for a\ndecision to mobilise the EGF, the Commission will adopt a decision\non a financial contribution, by means of an implementing act, which\nwill enter into force on the date at which the European Parliament\nand the Council adopt the proposed decision to mobilise the\nEGF.
\nThe Committee on Budgets\nadopted the report by Victor NEGRESCU\n(S&D, RO) on the proposal for a\ndecision of the European Parliament and of the Council on the\nmobilisation of the European Globalisation Adjustment Fund for an\namount of EUR 1.824.041in commitment\nand payment appropriations to assist Belgium in respect of\nredundancies in the machinery sector.
\nMembers recalled that the Union set up legislative and\nbudgetary instruments to provide additional support to workers who\nare suffering from the consequences of major structural changes in\nworld trade patterns or of the global financial and economic crisis\nand to assist their reintegration into the labour\nmarket.

\nMembers noted that 488 dismissed workers, as well as\n300 young people not in employment, education or training (NEETs)\nunder the age of 30 from the same regions are expected to\nparticipate in the measures. Members recalled that the redundancies\nwere carried out by Carwall SA, Caterpillar Belgium SA and Doosan\nSA.
\nThey noted that although the application does not\nfulfil the eligibility criteria set down in Article 4(1) of the EGF\nRegulation, it was submitted under the intervention criteria of\nArticle 4(2), which allows for a derogation in respect of the\nnumber of workers made redundant.
\nTherefore, Belgium is entitled to a financial\ncontribution amounting to EUR 1 824 041 representing 60 % of the\ntotal cost of EUR 3 040 069. Members welcomed the fact that Belgian\nauthorities started providing the personalised services to the\ntargeted beneficiaries on 1 January 2015, well ahead of the\napplication for the EGF support.
\nNature of the redundancies: Members noted that, following the announcement of\nCaterpillar Belgium SA on 23 February 2013 of a collective\nredundancy procedure in its Gosselies plant, the majority of its\n1399 workers were the subject of EGF/2014/011 BE/Caterpillar\napplication, and pointed out that the current application is a\nfollow-up to that application.
\nThey underlined that Hainaut is facing a difficult\nlabour market situation with an unemployment rate of 14.5 %, 1 236\njob losses in 2013 and 1 878 in 2014 in the manufacturing sector, a\ndrop in job offers of 13% since 2012 and a high proportion of under\nqualified labour, as well as high levels of long-term unemployment,\nwhich stands at 39,0 % overall unemployment in the Hainaut\nregion.
\nA package of personalised services: Members noted that Belgium is planning the following\ntypes of measures for redundant workers covered by the\napplication:
\nMembers welcomed the fact\nthat, in addition to the 488 workers dismissed, 300 NEETs from the\nsame region are expected to participate in the measures.
\nWhilst welcoming the fact that the Belgian authorities\nare proposing special measures designed for NEETs, Members noted\nthe importance of launching an information campaign in order to\nreach the NEETs. They also noted that the proposed actions,\nconstitute active labour market measures within the eligible\nactions set out in Article 7 of the EGF Regulation and recalls\nthat, in line with that article, the personalised services provided\nare expected to anticipate future labour market\nperspectives.
\nMembers highlighted the need to improve employability\nof all workers by adapted training and expected that the training\noffered in the coordinated package will meet both needs of the\nworkers and the business environment.
\nThey called on the Commission to revise the rules on\nstate aid in order to enable state intervention to enhance socially\nand environmentally beneficial projects, and to help SMEs and\nindustries in difficulties.
\nThey noted that the Belgian authorities confirm that\nthe eligible actions do not receive assistance from other Union\nfinancial instruments, and reiterated their call on the Commission\nto present a comparative evaluation of those data in its annual\nreports.
\nLastly, Members reiterated that assistance from the\nEGF must not replace actions which are the responsibility of\ncompanies by virtue of national law or collective agreements nor\nmeasures for restructuring companies or sectors.

\nParliament welcomed the fact that the allowances and\nincentives, which Belgium confirmed are conditional on the active\nparticipation of the targeted beneficiaries in job-search or\ntraining activities (actions under point (b) of Article 7(1) of the\nEGF Regulation), are limited to less than 5 % of the total\ncosts, which is far below the threshold of 35 % of the\ntotal cost of the package of personalised measures allowed by the\nEGF Regulation. It noted that workers in the 55 - 64 age\ngroup make up 35,9 % of the targeted beneficiaries. It\nconsidered that workers in this group are at a higher risk of\nlong-term unemployment and social exclusion and have specific needs\nwhen it comes to providing them with personalised\napproach.

\nBUDGETARY IMPLICATION: having examined the application\nin respect of the conditions set out in Article 13(1) of the EGF\nRegulation, and having taken into account the number of targeted\nbeneficiaries, the Commission proposed to mobilise the EGF for the\namount of EUR 1 824 041, representing 60 % of the total costs of\nthe proposed actions, in order to provide a financial contribution\nfor the application.
\nThe proposed decision to mobilise the EGF will be\ntaken jointly by the European Parliament and the Council, as laid\ndown in point 13 of the Interinstitutional\nAgreement of 2 December 2013 between the European Parliament,\nthe Council and the Commission on budgetary discipline, on\ncooperation in budgetary matters and on sound financial\nmanagement.
\nAt the same time as it presents this proposal for a\ndecision to mobilise the EGF, the Commission will present to the\nEuropean Parliament and to the Council a proposal for a transfer to\nthe relevant budgetary line for the proposed amount.
\nAt the same time as it adopts this proposal for a\ndecision to mobilise the EGF, the Commission will adopt a decision\non a financial contribution, by means of an implementing act, which\nwill enter into force on the date at which the European Parliament\nand the Council adopt the proposed decision to mobilise the\nEGF.
\nThe Committee on Budgets\nadopted the report by Victor NEGRESCU\n(S&D, RO) on the proposal for a\ndecision of the European Parliament and of the Council on the\nmobilisation of the European Globalisation Adjustment Fund for an\namount of EUR 1.824.041in commitment\nand payment appropriations to assist Belgium in respect of\nredundancies in the machinery sector.
\nMembers recalled that the Union set up legislative and\nbudgetary instruments to provide additional support to workers who\nare suffering from the consequences of major structural changes in\nworld trade patterns or of the global financial and economic crisis\nand to assist their reintegration into the labour\nmarket.
\nBelgian application: Belgium submitted\napplication EGF/2015/012 BE/Hainaut\nMachinery for a financial\ncontribution from the EGF, following dismissals in the economic\nsector classified under the NACE Revision 2 Division
\n28 (Manufacture of machinery and equipment n.e.c.) in\nthe NUTS level 2 region of Hainaut
\nMembers noted that 488 dismissed workers, as well as\n300 young people not in employment, education or training (NEETs)\nunder the age of 30 from the same regions are expected to\nparticipate in the measures. Members recalled that the redundancies\nwere carried out by Carwall SA, Caterpillar Belgium SA and Doosan\nSA.
\nThey noted that although the application does not\nfulfil the eligibility criteria set down in Article 4(1) of the EGF\nRegulation, it was submitted under the intervention criteria of\nArticle 4(2), which allows for a derogation in respect of the\nnumber of workers made redundant.
\nTherefore, Belgium is entitled to a financial\ncontribution amounting to EUR 1 824 041 representing 60 % of the\ntotal cost of EUR 3 040 069. Members welcomed the fact that Belgian\nauthorities started providing the personalised services to the\ntargeted beneficiaries on 1 January 2015, well ahead of the\napplication for the EGF support.
\nNature of the redundancies: Members noted that, following the announcement of\nCaterpillar Belgium SA on 23 February 2013 of a collective\nredundancy procedure in its Gosselies plant, the majority of its\n1399 workers were the subject of EGF/2014/011 BE/Caterpillar\napplication, and pointed out that the current application is a\nfollow-up to that application.
\nThey underlined that Hainaut is facing a difficult\nlabour market situation with an unemployment rate of 14.5 %, 1 236\njob losses in 2013 and 1 878 in 2014 in the manufacturing sector, a\ndrop in job offers of 13% since 2012 and a high proportion of under\nqualified labour, as well as high levels of long-term unemployment,\nwhich stands at 39,0 % overall unemployment in the Hainaut\nregion.
\nA package of personalised services: Members noted that Belgium is planning the following\ntypes of measures for redundant workers covered by the\napplication:
\nMembers welcomed the fact\nthat, in addition to the 488 workers dismissed, 300 NEETs from the\nsame region are expected to participate in the measures.
\nWhilst welcoming the fact that the Belgian authorities\nare proposing special measures designed for NEETs, Members noted\nthe importance of launching an information campaign in order to\nreach the NEETs. They also noted that the proposed actions,\nconstitute active labour market measures within the eligible\nactions set out in Article 7 of the EGF Regulation and recalls\nthat, in line with that article, the personalised services provided\nare expected to anticipate future labour market\nperspectives.
\nMembers highlighted the need to improve employability\nof all workers by adapted training and expected that the training\noffered in the coordinated package will meet both needs of the\nworkers and the business environment.
\nThey called on the Commission to revise the rules on\nstate aid in order to enable state intervention to enhance socially\nand environmentally beneficial projects, and to help SMEs and\nindustries in difficulties.
\nThey noted that the Belgian authorities confirm that\nthe eligible actions do not receive assistance from other Union\nfinancial instruments, and reiterated their call on the Commission\nto present a comparative evaluation of those data in its annual\nreports.
\nLastly, Members reiterated that assistance from the\nEGF must not replace actions which are the responsibility of\ncompanies by virtue of national law or collective agreements nor\nmeasures for restructuring companies or sectors.

\nParliament welcomed the fact that the allowances and\nincentives, which Belgium confirmed are conditional on the active\nparticipation of the targeted beneficiaries in job-search or\ntraining activities (actions under point (b) of Article 7(1) of the\nEGF Regulation), are limited to less than 5 % of the total\ncosts, which is far below the threshold of 35 % of the\ntotal cost of the package of personalised measures allowed by the\nEGF Regulation. It noted that workers in the 55 - 64 age\ngroup make up 35,9 % of the targeted beneficiaries. It\nconsidered that workers in this group are at a higher risk of\nlong-term unemployment and social exclusion and have specific needs\nwhen it comes to providing them with personalised\napproach.
