\nThe committee called on the European Parliament to\ngrant the Executive Director of the Agency discharge in respect of\nthe implementation of the agencys budget for the financial\nyear 2015.
\nNoting that the Court of Auditors stated that it had\nobtained reasonable assurance that the annual accounts of the\nAgency for the financial year 2015 were reliable and that the\nunderlying transactions were legal and regular, Members called on\nParliament to approve the closure of the Agencys accounts.\nThey made, however, a number of recommendations that needed to be\ntaken into account when the discharge is granted, in addition to\nthe general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies:
\nMembers also made a series of observations regarding\nprocurement, recruitment procedures, internal audits and controls\nand the prevention and management of conflicts of\ninterests.

\nThe European Parliament decided to grant\ndischarge to the Executive Director of the European Aviation\nSafety Agency (EASA) in respect of the implementation of the\nagencys budget for the financial year 2015.
\nThe vote on the decision on discharge covers the\nclosure of the accounts (in accordance with Annex IV, Article 5\n(1)(a) to Parliaments Rules of Procedure).

\nNoting that the Court of Auditors stated that it had\nobtained reasonable assurance that the annual accounts of the\nAgency for the financial year 2015 were reliable and that the\nunderlying transactions were legal and regular, Members called on\nParliament to approve the closure of the Agencys accounts.\nThey made, however, a number of recommendations that needed to be\ntaken into account when the discharge is granted, in addition to\nthe general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies:
\nMembers also made a series of observations regarding\nprocurement, recruitment procedures, internal audits and controls\nand the prevention and management of conflicts of\ninterests.
\nThe report highlighted the Agency's vital role in\nensuring the highest possible level of aviation safety throughout\nEurope. It stressed that a common European assessment and alerting\nsystem is needed in Europe, in particular in the context of flights\nover conflict zones.
\nMembers also stressed that, in the context of a\nfast-developing civil aviation sector, exemplified by the ever more\nwidespread use of pilotless aircraft ('drones'), the Agency\nshould be given the necessary financial, material and human\nresources to successfully perform its regulatory and executive\ntasks in the fields of safety and environmental\nprotection.
\nLastly, they noted with concern a gender imbalance of\n23% female and 77% male within its Management Board members and\nalternate members and urged the Agency for this imbalance to be\ncorrected and the results communicated to the Parliament as quickly\nas possible.
\nThe European Parliament decided to grant\ndischarge to the Executive Director of the European Aviation\nSafety Agency (EASA) in respect of the implementation of the\nagencys budget for the financial year 2015.
\nThe vote on the decision on discharge covers the\nclosure of the accounts (in accordance with Annex IV, Article 5\n(1)(a) to Parliaments Rules of Procedure).

\nHeadquarters agreement:\nParliament noted that the Agency and the German Transport Ministry\nrecently agreed on a text for the Agencys headquarters\nagreement, which was subsequently signed in December 2016. The\nannual costs per square metre after relocation is expected to be 20\n% less than in the previous building.
