\nThe Committee on Budgetary Control adopted the report\nby Inés AYALA SENDER (S&D, ES) on discharge in respect of\nthe implementation of the budget of the European Food Safety\nAuthority (ESFA) for the financial year 2015.
\nThe committee called on the European Parliament to\ngrant the Executive Director of the Authority discharge in respect\nof the implementation of the Authoritys budget for the\nfinancial year 2015.
\nNoting that the Court of Auditors stated that it had\nobtained reasonable assurance that the annual accounts of the\nAuthority for the financial year 2015 were reliable and that the\nunderlying transactions were legal and regular, Members called on\nParliament to approve the closure of the Authoritys accounts.\nThey made, however, a number of recommendations that needed to be\ntaken into account when the discharge is granted, in addition to\nthe general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies:
\nMembers also made a series of observations regarding\nprocurement and recruitment procedures, as well as internal audits\nand controls.
\nAs regards conflicts of interest, Members\nstressed that experts with financial interests linked to companies\nwhose substances are evaluated by the Authority shall not be\nallowed to sit in the Authority's scientific panels or working\ngroups, and that no such expert should be appointed by the\nAuthority before two years after his/her interests have\nexpired. Members stated that the Authority should be endowed\nwith a sufficient budget to hire independent in-house experts\nwith no conflicts of interest. They called on the Authority to\nincorporate into its new independence policy a two-year\ncooling-off period for all material interests related to the\ncompanies whose products are assessed by the Authority and to any\norganisations funded by them.
\nThey regretted that the Authority has not included\nresearch funding in the list of interests to be covered by the\ntwo-year cooling-off period and called on it to swiftly implement\nthe measure in line with the discharge authority's repeated\nrequests. They acknowledged the fact that, since the adoption of\nits 2011 policy on independence, the Authority assesses and\nvalidates 100 % of the declarations of interest submitted by its\nexperts, which on average corresponds to a grand total ranging from\n6000 to 7000 declarations of interest per year. Members insisted\nthat the Authority implement its independence policy consistently,\nand in particular for panel chairs and vice-chairs.
\nThey noted that, after the matter was brought to the\nattention of the Authority by the discharge authority, all\ndeclarations of interest of Management Board members are now\npublished on the Authoritys website.
\nIn addition, they noted that, pending the adoption of\nimplementing rules on whistleblowing, the Authority implemented in\nJanuary 2016 a new standard operating procedure on the handling\nof requests by whistle-blowers facing retaliation. They called\non the Authority to report to the discharge authority on the\nestablishment and implementation of its whistleblowing\nrules.
\nLastly, Members noted that the Authority launched in\n2015 the Transparency and Engagement in Risk Assessment\nproject to provide clarity regarding, and further develop\napproaches towards transparency and engagement in, its scientific\nprocesses. They also noted that in July 2016, the Authoritys\nManagement Board endorsed a new approach to stakeholder engagement,\nwhich enables the Authority to interact with a large range of\nstakeholders through a variety of channels in order to broaden\noutreach to representative organisations, including consumer bodies\nand other civil society actors in the food chain. In this respect,\nMembers considered that the Authority should continue paying\nspecial attention to public opinion, and commit itself, as much\nas possible, to openness and transparency.

\nThe European Parliament decided by 488 votes to 129,\nwith 10 abstentions, to grant discharge to the Executive\nDirector of the European Food Safety Authority (EFSA) in respect of\nthe implementation of the Authoritys budget for the financial\nyear 2015.
\nThe vote on the decision on discharge covers the\nclosure of the accounts (in accordance with Annex IV, Article 5\n(1)(a) to Parliaments Rules of Procedure).
\nNoting that the Court of Auditors has stated that it\nhas obtained reasonable assurances that the Authoritys annual\naccounts for the financial year 2015 are reliable and that the\nunderlying transactions are legal and regular, Parliament adopted\nby 491 votes to 115 with 11 abstentions, a resolution containing a\nseries of recommendations, which form an integral part of the\ndecision on discharge and which add to the general recommendations\nset out in the resolution\non performance, financial management and control of EU\nagencies.
\nThese recommendations may be summarised as\nfollows:

\nThey regretted that the Authority has not included\nresearch funding in the list of interests to be covered by the\ntwo-year cooling-off period and called on it to swiftly implement\nthe measure in line with the discharge authority's repeated\nrequests. They acknowledged the fact that, since the adoption of\nits 2011 policy on independence, the Authority assesses and\nvalidates 100 % of the declarations of interest submitted by its\nexperts, which on average corresponds to a grand total ranging from\n6000 to 7000 declarations of interest per year. Members insisted\nthat the Authority implement its independence policy consistently,\nand in particular for panel chairs and vice-chairs.
\nThey noted that, after the matter was brought to the\nattention of the Authority by the discharge authority, all\ndeclarations of interest of Management Board members are now\npublished on the Authoritys website.
\nIn addition, they noted that, pending the adoption of\nimplementing rules on whistleblowing, the Authority implemented in\nJanuary 2016 a new standard operating procedure on the handling\nof requests by whistle-blowers facing retaliation. They called\non the Authority to report to the discharge authority on the\nestablishment and implementation of its whistleblowing\nrules.
\nLastly, Members noted that the Authority launched in\n2015 the Transparency and Engagement in Risk Assessment\nproject to provide clarity regarding, and further develop\napproaches towards transparency and engagement in, its scientific\nprocesses. They also noted that in July 2016, the Authoritys\nManagement Board endorsed a new approach to stakeholder engagement,\nwhich enables the Authority to interact with a large range of\nstakeholders through a variety of channels in order to broaden\noutreach to representative organisations, including consumer bodies\nand other civil society actors in the food chain. In this respect,\nMembers considered that the Authority should continue paying\nspecial attention to public opinion, and commit itself, as much\nas possible, to openness and transparency.
\nThe European Parliament decided by 488 votes to 129,\nwith 10 abstentions, to grant discharge to the Executive\nDirector of the European Food Safety Authority (EFSA) in respect of\nthe implementation of the Authoritys budget for the financial\nyear 2015.
\nThe vote on the decision on discharge covers the\nclosure of the accounts (in accordance with Annex IV, Article 5\n(1)(a) to Parliaments Rules of Procedure).
\nNoting that the Court of Auditors has stated that it\nhas obtained reasonable assurances that the Authoritys annual\naccounts for the financial year 2015 are reliable and that the\nunderlying transactions are legal and regular, Parliament adopted\nby 491 votes to 115 with 11 abstentions, a resolution containing a\nseries of recommendations, which form an integral part of the\ndecision on discharge and which add to the general recommendations\nset out in the resolution\non performance, financial management and control of EU\nagencies.
\nThese recommendations may be summarised as\nfollows:

\nAs regards conflicts of interest, Parliament\nstressed that experts with financial interests linked to companies\nwhose substances are evaluated by the Authority shall not be\nallowed to sit in the Authority's scientific panels or working\ngroups, and that no such expert should be appointed by the\nAuthority before two years after his/her interests have\nexpired. It stated that the Authority should be endowed with a\nsufficient budget to hire independent in-house experts with no\nconflicts of interest. Members called on the Authority to\nincorporate into its new independence policy a two-year\ncooling-off period for all material interests related to the\ncompanies whose products are assessed by the Authority and to any\norganisations funded by them.
