PURPOSE: to amend the Interinstitutional Agreement of\n2 December 2013 between the European Parliament, the Council and\nthe Commission on budgetary discipline, on cooperation in budgetary\nmatters and on sound financial management.
\nBACKGROUND: to recall, a new special instrument\nestablishing a European Union Crisis Reserve financed from\ndecommitted appropriations is provided for in Article 13a of Council\nRegulation (EU, Euratom) No 1311/2013 laying down the\nmultiannual financial framework for years 2014 -2020 in order to\nallow the Union to react rapidly to crises, as well as to events\nwith serious humanitarian or security implications.
\nThe procedure for mobilising the European Union Crisis\nReserve needs to be provided for in the Interinstitutional\nagreement on budgetary discipline, cooperation in budgetary\nmatters and on sound financial management,
\nCONTENT: the European Parliament, the Council and the\nCommission must meet, when the Commission considers that the\nReserve needs to be called on, and presents to the two arms of the\nbudgetary authority a proposal for a transfer from the Reserve to\nthe corresponding budgetary lines. Any Commission proposal for a\ntransfer to draw on the Reserve, however, shall be preceded by an\nexamination of the scope for reallocating appropriations. In the\nevent of disagreement a trilogue procedure shall be\ninitiated.
\nThe transfers from the Reserve shall be made in\naccordance with the Financial Regulation.
