PURPOSE: to establish the composition of the\nEuropean Parliament.
\nPROPOSED ACT: European Council\nDecision.
\nROLE OF THE EUROPEAN PARLIAMENT: Council may\nadopt the act only if Parliament has given its consent to the\nact.
\nBACKGROUND: the first subparagraph of Article\n14(2) of the Treaty on European Union (TEU) lays down the criteria\nfor the composition of the European Parliament, namely that\nrepresentatives of the Union's citizens are not to exceed\n750 in number, plus the President, that representation is to\nbe degressively proportional, with a minimum threshold of six\nmembers per Member State, and that no Member State is to be\nallocated more than 96 seats.
\nCONTENT: in the application of Article 14(2)\nTEU, it is proposed to set the number of representatives in the\nEuropean Parliament elected in each Member State for the\n2019-2024 parliamentary term as follows:
\nHowever, it is foreseen that, in the event that\nthe United Kingdom is still a Member State of the Union at the\nbeginning of the 2019-2024 parliamentary term, the number of\nrepresentatives in the European Parliament per Member State taking\nup office shall be the one provided for in Article 3 of European Council\nDecision 2013/312/EU until the withdrawal of the United Kingdom\nfrom the Union becomes legally binding.
\nThe European Parliament adopted by 566 votes to 94, with 31 abstentions, a legislative resolution on the draft European Council decision establishing the composition of the European Parliament.
Parliament has given its consent to the draft European Council decision to reduce the number of representatives in the European Parliament elected for the 2019-2014 term from 751 to 705.
However, it is foreseen that, in the event that the United Kingdom is still a Member State of the Union at the beginning of the 2019-2024 parliamentary term, the number of representatives in the European Parliament per Member State taking up office shall be the one provided for in Article 3 of European European Council Decision 2013/312/EU until the withdrawal of the United Kingdom from the Union becomes legally binding.\n
The Constitutional Affairs Committee adopted\nthe report by Danuta Maria HÜBNER (EPP, PL) and Pedro SILVA\nPEREIRA (S&D, PT) on the draft European Council decision\nestablishing the composition of the European Parliament.
