PURPOSE: presentation by the Commission of the\nconsolidated annual accounts of the European Union for the\nfinancial year 2016, as part of the 2016 discharge\nprocedure.
\nAnalysis of the accounts of the European Agency for\nSafety and Health at Work (EU-OSHA).
\nCONTENT: the organisational governance of the EU\nconsists of institutions, agencies and other EU bodies whose\nexpenditure is included in the general budget of the\nUnion.
\nThis Commission document concerns the EU's\nconsolidated accounts for the year 2016 and details how spending by\nthe EU institutions and bodies was carried out. The consolidated\nannual accounts of the EU provide financial information on the\nactivities of the institutions, agencies and other bodies of the EU\nfrom an accrual accounting and budgetary perspective.
\nIt is the responsibility of the Commission's\nAccounting Officer to prepare the EU's consolidated annual accounts\nand ensure that they present fairly, in all material aspects, the\nfinancial position, the result of the operations and the cashflows\nof the EU institutions and bodies, including the European Agency\nfor Safety and Health at Work (EU-OSHA), with a view to\ngranting discharge.
\nDischarge procedure: the\nfinal step of a budget lifecycle is the discharge of the budget for\na given financial year. \nThe Committee on Budgetary Control adopted the\nreport by Bart STAES (Greens/EFA, BE) on discharge in respect of\nthe implementation of the budget of the European Agency for Safety\nand Health at Work (EU-OSHA) for the financial year\n2016.
\nThe committee called on the European Parliament\nto grant the Director of the Agency discharge in respect of the\nimplementation of the agencys budget for the financial year\n2016.
\nNoting that the Court of Auditors stated that\nit had obtained reasonable assurance that the annual accounts of\nthe Agency for the financial year 2016 were reliable and that the\nunderlying transactions were legal and regular, Members called on\nParliament to approve the closure of the Agencys\naccounts.
\nThey made, however, a number of recommendations\nthat needed to be taken into account when the discharge is granted,\nin addition to the general recommendations that appear in the draft\nresolution on performance, financial management and control of EU\nagencies:
\nMembers also made a series of observations\nregarding transfers, internal controls and audits, the prevention\nand management of conflicts of interests, procurement and staff\npolicy.
\nThey strongly regretted the fact that the\nAgency has yet to implement internal rules on whistleblowing and\nexpressed the need to establish an independent disclosure, advice\nand referral body with sufficient budgetary resources, in order to\nhelp whistleblowers use the right channels to disclose their\ninformation on possible irregularities affecting the financial\ninterests of the Union.
\nLastly, Members recalled the on-going work\npackages on supporting medium, small and micro enterprises (MSEs),\nwith MSE-specific tools and guidelines to address knowledge gaps\nand facilitate better occupational safety and health\ncompliance.
\nThe European Parliament decided to grant\ndischarge to the Director of the European Agency for Safety and\nHealth at Work (EU-OSHA) in regard to the implementation of the\nagencys budget for the 2016 financial year and to approve the\nclosure of the accounts for the financial year in\nquestion.
\nNoting that the Court of Auditors has stated\nthat it has obtained reasonable assurances that the agencys\nannual accounts for the financial year 2016 are reliable and that\nthe underlying transactions are legal and regular,\nParliament adopted by 564 votes to 126 with 7 abstentions, a\nresolution containing a series of recommendations, which form an\nintegral part of the decision on discharge and which add to the\ngeneral recommendations set out in the resolution on performance, financial management and\ncontrol of EU agencies:
\nMembers also made a series of observations\nregarding transfers, internal controls and audits, the prevention\nand management of conflicts of interests, procurement and staff\npolicy.
\nThey noted with satisfaction that a\nprocurement team has been established to ensure\nharmonisation across the agency concerning all procurement\nprocedures carried out at the agency from conception to\nconclusion - which are subject to supervisory measures and\nmitigating controls.
\nMembers regretted that among the number of\nposts occupied on 31 December 2016 gender balance has not\nbeen achieved, with a ratio of 72 % female to 28 % male.
\nWith regard to preventing conflicts of\ninterest, Members emphasised the need to establish an independent\nbody with sufficient budgetary resources to support\nwhistleblowers wishing to disclose information on possible\nirregularities negatively impacting on the Unions financial\ninterests, while ensuring their confidentiality is\nprotected.
