The Committee on Budgetary Control adopted an\nown-initiative report by Gilles PARGNEAUX (S&D, FR) on the\nannual report 2016 on the protection of the EUs financial\ninterests Fight against fraud.
\nMember States and the Commission have shared\nresponsibility for implementing approximately 74 % of the\nUnions budget for 2016.
\nMembers welcomed that the total number of fraudulent\nand non-fraudulent irregularities reported in 2016 (19 080 cases)\nwas 15 % lower than in 2015 (22 349 cases) and their value had\ndecreased by 8 % (from EUR 3.21 billion in 2015 to EUR 2.97\nbillion in 2016).
\nMembers deplored the fact that not all Member States\nhave adopted national anti-fraud strategies and that there is still\na gap between the Member States in the reporting process. The\nCommission is invited to continue its efforts to help Member States\nto step up the level and quality of inspections and share best\npractices in combating fraud.
\nThe report welcomed the adoption of the Directive on\nthe fight against fraud to the Unions financial interests by\nmeans of criminal law (the PIF\nDirective), which includes cross-border VAT fraud\ninvolving total damages of at least EUR 10 million.
\nIt also welcomed the decision of 20 Member States to\nproceed with the establishment of the European\nPublic Prosecutor's Office through enhanced cooperation. In\nthis context, it called for effective cooperation among\nMember States, the EPPO, OLAF and Eurojust.
\nRevenue - own resources:\nMembers expressed concern about losses due to the VAT gap and\nfraud relating to EU VAT, which amounted to EUR 159.5 billion\nin 2015. They emphasised that the problems related to cross-border\nVAT fraud demand strong, coordinated and speedy measures. The\nCommission is urged to speed up its procedures to present its\nproposals for a definitive VAT system as provided for in the action\nplan.
\nTobacco smuggling into\nthe European Union has intensified in recent years and is estimated\nto result in an annual loss of EUR 10 billion in public revenue to\nthe EU and Member States budget. The latter should improve\ntheir efforts to combat these illegal activities.
\nMembers deplored the disparities in the customs checks\ncarried out within the EU and the large amounts involved in fraud\naffecting the own resource collection system. They called on the\nCommission to strengthen the common policy on customs checks\nby providing for genuine harmonisation with a view to improving the\ncollection of traditional own resources and to ensure the EUs\nsecurity and economic interests, focusing in particular on efforts\nto combat trade in illicit and counterfeit products.
\nExpenditure: Members\nregretted that this is the fourth year in which the irregularities\nreported as fraudulent in direct management increased in number and\nvalue (EUR 0.78 million in 2015 and EUR 6.25 million in 2016).They\ncalled on the Commission to present by the end of 2018 a\nspecific plan to reduce fraud in this area.
\nThe report noted that the number of reported\nfraudulent and non-fraudulent irregularities concerning the\nEuropean Agricultural Fund for Rural Development (EAFRD),\nwhile decreasing from 3 250 cases in 2015 to 2 676 cases in 2016,\nis still twice as high as in 2012, but wished to highlight that the\namounts concerned in 2016 are only 8 % higher than in\n2012.

\nThe level of irregularities due to non-compliance with\npublic procurement rules remains high. The Commission is\ninvited to develop a database of irregularities, capable of\nproviding a basis for meaningful analysis in a comprehensive way of\nthe frequency, seriousness and causes of public procurement\nerrors.
