PURPOSE: propose a programme for the future of\nmobility in the EU and the modernization of European transport:\nEurope on the move.
\nBACKGROUND: the mobility sector plays a vital role in\nthe EU economy and society. It employs more than 11 million\npeople, accounting for more than 5% of total employment and\nalmost 5% of EU GDP. It accounts for about 20% of EU exports to the\nEU's main trade partners.
\nProfound changes in how we enjoy mobility are under\nway. Europe's ambition must be to make rapid progress towards\nhaving a clean, competitive and connected mobility system\nintegrating all means of transport in place by 2025. This\nsystem must span the entire Union and connect it to its neighbours\nand to the world. The Commission priorities regarding the Energy\nUnion, the Digital Single Market and the Jobs, Growth\nand Investment agenda all contribute to transport and\nmobility.
\nThe Energy\nUnion Strategy of February 2015 identified the transition to an\nenergy efficient, decarbonised transport sector as one of its key\nareas of action. The measures that were outlined in the Strategy\nfor Low-Emission Mobility adopted in July 2016 are now being\nimplemented.
\nInvestment in infrastructure under the Investment\nPlan for Europe provides a powerful stimulus for Europe's\nclean, competitive and connected mobility of the future.
\nLastly, as set out in the European\nPillar of Social Rights, building a fairer Europe and\nstrengthening its social dimension is a key priority for the\nCommission. These objectives must also apply in the mobility sector\nand support a fair and well-functioning labour market.
\nCONTENT: the communication focuses on the key\ncontribution that must be made by road transport. It is\naccompanied by a series of proposals targeting this sector whose\naims include supporting:
\n1) The rollout of infrastructure for road\ncharging: the Commission considers\nthat road charging based on distance (as opposed to time) better\nreflects actual usage, emissions and pollution. It is therefore\nproposing adjustments to the regulatory framework for road\ncharging, which will broaden the scope of the framework to\ninclude coaches and light vehicles including cars, support the\nshift to applying the \"user and polluter pays\" principles for all\nvehicles, and modernise road charging methods. The Commission is\nalso proposing to update the rules to enable the introduction of\ncongestion charges applicable to all vehicles.
\n2) Alternative fuels and connectivity: market development of alternative fuel-powered\nvehicles largely depends on the wide availability of alternative\nfuel infrastructure, such as electric charging and\nmaintenance facilities.
\nThe Commission will address the issue of investment\nfinancing in the context of an Alternative Fuels Infrastructure\nAction Plan to support the deployment of an EU backbone\ncharging infrastructure, with the aim of providing full coverage of\nthe trans-European networks-transport (TEN-T) corridors' core\nnetwork with charging points by 2025.
\nThe deployment of a network of recharging points,\ntogether with the development of energy storage technologies, such\nas batteries, represents another key enabling condition for\nzero emission mobility.
\n3) Better information for consumers: the Commission will revise emission standards,\nincluding on post-2020 emissions standards for cars and vans as\nwell as for heavy-duty vehicles. The new emission standards\nframework will provide tools for the adoption of measures such as\nimproving the information given to consumers in the areas covered\nby car labelling.
\n4) A stronger internal market and improved working\nconditions for the road haulage sector: the Commission is revising the EU rules on access to\nthe road haulage market and on hired vehicles with the aim of\nensuring an adequate level playing field among transport operators,\nreducing the number of unnecessary empty runs, improving the\nclarity of the rules to tackle market fragmentation, and better\nenforcement
\nOther measures should enable better application of\nsocial legislation in the field of road transport in order to\nimprove the social conditions of drivers in the international\ntransport sector. These measures will help combat illegal\nemployment practices. The aim is to ensure a high level of social\nprotection for all transport workers in the Union, while avoiding\nfragmentation and removing administrative burdens for\ncompanies.
\nThe Commission is also proposing more clarity on the\napplication of EU rules on the posting of workers to the\nroad transport sector.
\n5) Steps to lay the ground for cooperative, connected\nand automated mobility: the\nCommission will strengthen its support for large-scale cross-border\nprojects and trials for connected and automated driving and\nthe deployment of cooperative intelligent transport systems by\n2019.
\nThe proposed measures are designed to avoid\nfragmentation of the internal market and to address the most\ncritical issues, such as cybersecurity and data protection,\nwhich are essential for operational effectiveness and public\nacceptance.
\nThe Committee on Transport and Tourism adopted an\nown-initiative report by István UJHELYI (S&D, HU) in\nresponse to the Commission's communication entitled Europe on\nthe Move: an agenda for a socially fair transition towards clean,\ncompetitive and connected mobility for all.
\nMobility sector plays a key role in the European\neconomy and society. With the development of automated cars,\ndigitalisation and the necessity to develop cleaner transport, the\nsector is undergoing profound changes which affect all aspects of\nsocieties.
\nThis report deals in particular with the following\naspects:
\nImpact of the transition in transport on skills and\nworking methods: changes in the\nautomotive industry linked to digitalisation, automation or cleaner\ncars will require new expertise and modes of working. Members\nstressed that these changes should give rise to new opportunities\nto make the transport sector more attractive and end labour\nshortages in the sector.
\nThe report called on the Member States to take\nappropriate measures in anticipation of this shift in the job\nmarket, which should be accompanied by a stronger social dialogue.\nIt also called on the Commission to develop an EU strategy which\nembraces the new employment opportunities that the digitalisation\nof the transport sector will create and to take account of the\nMember States best practices, with the aim of fostering job\ncreation in the transport sector, including as a priority fair\ntransitional arrangements for employees whose jobs become obsolete\nas the transport sector is digitalised.
\nThey welcomed the Commissions New Skills\nAgenda for Europe and initiatives such as the Blueprint for\nSectoral Cooperation on Skills and the Digital Skills and Jobs\nCoalition, which promote cooperation between trade unions, training\ninstitutions and private sector actors to anticipate, identify and\naddress skills mismatch. Members called on the Commission to\npresent a mid-term evaluation of the projects launched on skills in\nthe automotive sector.
\nResearch and innovation:\nthe European transport sector must develop, invest, innovate and\nrenew itself in a sustainable way in order to maintain its\ntechnological leadership and competitive position. Sustainable\nand innovative transport technologies and mobility solutions\nwill be needed to enhance road safety, limit climate change and\ncarbon dioxide emissions, air pollution and congestion.
\nIn this context, Members called for more\nfunding for interlinked cross-sectoral research and development\nregarding connected and driverless cars, electrification of rail\nand road infrastructures, alternative fuels, vehicle design and\nmanufacturing, network and traffic management as well as smart\nmobility services and infrastructure.
\nThe report called for the provision of further\ntransparent financial support for research, innovation and\ntraining and for funding in the next Multiannual Financial\nFramework (MFF) to foster the rapid development and deployment of\nsystems, services and digital solutions for transport in the\nfuture.
\n\nMembers called for a\nspecific publicprivate partnership for connected and\nautomated driving. They supported the Commissions work for\nthe creation of the European battery alliance and called for\nfurther financial support for the development of sustainable\nbatteries and battery cell production and recycling in the EU\nfor future low- and zero-emission vehicles.
\nThe report also called for increased use of digital\ntechnologies in the implementation of the polluter\npays principle, such as eTolling and eTicketing based on\nthe environmental performance of vehicles. It underlined the\nimportance of financing transport infrastructure projects and\nsignificant investments in the most environmentally responsible\nlow-carbon fuels.
\nHighlighting the current financial and non-financial\nbarriers that consumers face when purchasing a low-emission\nvehicle, Members called on the Commission (i) to take all necessary\nmeasures to facilitate roaming and accessibility of charging\ninfrastructure in Europe; (ii) to further support Member States'\nefforts in exapanding their alternative fuel\ninfrastructure.
\nTransport transition that works for all\nusers: zero casualties on European\nroads should be the overarching goal. However, transitional period\nwill be challenging as it entails not only integrating automated\ntransport into the current environment, including the provision of\nthe necessary connectivity and infrastructure, but also enabling\nthe safe coexistence with traditional means of transport, which are\nlikely to remain in use for a long time.
\nThe Commission is called on to make a thorough and\ntechnologically neutral assessment of the safety implications of\nthe use of automated systems with a holistic focus on the safety\nrepercussions of all intermodal transport systems.
\nThe report emphasised that upcoming changes should not\ncome at the expense of social inclusion and connectivity in the\nMember States and areas where there are mobility gaps. It noted\nthe need to upgrade network capacity, taking advantage of existing\nnetwork infrastructure and significant future innovations to enable\ndeeper integration of digital technologies and to address the major\ndisparities of connectivity between Member States and also between\nurban and rural, central and remote areas.
\nMembers recalled that safer public transport\nfor freight and passengers on major cross-border corridors and in\nmetropolitan areas should be promoted. They invited the Commission\nand the Member States to promote sustainable urban and rural\nmobility plans.
\nLastly, in the context of the collaborative\neconomy, Members called for regulatory measures to address\nconsumer protection, shared responsibility, taxation, insurance\nschemes, social protection for workers and data protection. They\ncalled to ensure that the collaborative economy does not give rise\nto unfair competition, cause social and fiscal dumping and supplant\nregulated public transport.

\nThey welcomed the Commissions New Skills\nAgenda for Europe and initiatives such as the Blueprint for\nSectoral Cooperation on Skills and the Digital Skills and Jobs\nCoalition, which promote cooperation between trade unions, training\ninstitutions and private sector actors to anticipate, identify and\naddress skills mismatch. Members called on the Commission to\npresent a mid-term evaluation of the projects launched on skills in\nthe automotive sector.
\nResearch and innovation:\nthe European transport sector must develop, invest, innovate and\nrenew itself in a sustainable way in order to maintain its\ntechnological leadership and competitive position. Sustainable\nand innovative transport technologies and mobility solutions\nwill be needed to enhance road safety, limit climate change and\ncarbon dioxide emissions, air pollution and congestion.
\nIn this context, Members called for more\nfunding for interlinked cross-sectoral research and development\nregarding connected and driverless cars, electrification of rail\nand road infrastructures, alternative fuels, vehicle design and\nmanufacturing, network and traffic management as well as smart\nmobility services and infrastructure.
\nThe report called for the provision of further\ntransparent financial support for research, innovation and\ntraining and for funding in the next Multiannual Financial\nFramework (MFF) to foster the rapid development and deployment of\nsystems, services and digital solutions for transport in the\nfuture.
\n\nMembers called for a\nspecific publicprivate partnership for connected and\nautomated driving. They supported the Commissions work for\nthe creation of the European battery alliance and called for\nfurther financial support for the development of sustainable\nbatteries and battery cell production and recycling in the EU\nfor future low- and zero-emission vehicles.
\nThe report also called for increased use of digital\ntechnologies in the implementation of the polluter\npays principle, such as eTolling and eTicketing based on\nthe environmental performance of vehicles. It underlined the\nimportance of financing transport infrastructure projects and\nsignificant investments in the most environmentally responsible\nlow-carbon fuels.
\nHighlighting the current financial and non-financial\nbarriers that consumers face when purchasing a low-emission\nvehicle, Members called on the Commission (i) to take all necessary\nmeasures to facilitate roaming and accessibility of charging\ninfrastructure in Europe; (ii) to further support Member States'\nefforts in exapanding their alternative fuel\ninfrastructure.
\nTransport transition that works for all\nusers: zero casualties on European\nroads should be the overarching goal. However, transitional period\nwill be challenging as it entails not only integrating automated\ntransport into the current environment, including the provision of\nthe necessary connectivity and infrastructure, but also enabling\nthe safe coexistence with traditional means of transport, which are\nlikely to remain in use for a long time.
\nThe Commission is called on to make a thorough and\ntechnologically neutral assessment of the safety implications of\nthe use of automated systems with a holistic focus on the safety\nrepercussions of all intermodal transport systems.
\nThe report emphasised that upcoming changes should not\ncome at the expense of social inclusion and connectivity in the\nMember States and areas where there are mobility gaps. It noted\nthe need to upgrade network capacity, taking advantage of existing\nnetwork infrastructure and significant future innovations to enable\ndeeper integration of digital technologies and to address the major\ndisparities of connectivity between Member States and also between\nurban and rural, central and remote areas.
\nMembers recalled that safer public transport\nfor freight and passengers on major cross-border corridors and in\nmetropolitan areas should be promoted. They invited the Commission\nand the Member States to promote sustainable urban and rural\nmobility plans.
\nLastly, in the context of the collaborative\neconomy, Members called for regulatory measures to address\nconsumer protection, shared responsibility, taxation, insurance\nschemes, social protection for workers and data protection. They\ncalled to ensure that the collaborative economy does not give rise\nto unfair competition, cause social and fiscal dumping and supplant\nregulated public transport.
\n
