PURPOSE: to facilitate the electronic communication of\ninformation in freight transport.
\nPROPOSED ACT: Regulation of the European Parliament\nand of the Council.
\nROLE OF THE EUROPEAN PARLIAMENT: the European\nParliament decides in accordance with the ordinary legislative\nprocedure and on an equal footing with the Council.
\nBACKGROUND: total freight transport in the EU has\nincreased by almost 25 % over the last 20 years, and is projected\nto further increase by 51 % during 2015-2050. All this movement of\ngoods is accompanied by a large amount of information being\nexchanged among a variety of parties, in both the private and\nthe public domain. Today, this information is mostly printed on\npaper, in a variety of standard format documents.
\nThe fragmented legislation and the resulting lack of\nacceptance by authorities discourage investment in digital\nsolutions for electronic documents. Yet the digitalisation of\ninformation exchange has the potential to significantly improve\nthe efficiency of transport and therefore to contribute to the\nsmooth functioning of the single market.
\nThe Commission has acknowledged the need to foster\nacceptance and use of electronic transport documents in a\nnumber of policy initiative. The case for intervention has also\nbeen recognised by a wide range of stakeholders.
\nThis initiative is part of the third Europe\non the Move Package, which delivers on the new industrial\npolicy strategy of September 2017, and is designed to complete the\nprocess of enabling Europe to reap the full benefits of the\nmodernisation of mobility.
\nIMPACT ASSESSMENT: the preferred option is a full\nobligation for Member State authorities to accept regulatory cargo\ntransport information or documentation, with partially harmonised\nimplementation.
\nThe main expected benefits are of an economic and\nenvironmental nature. The industry is expected to make savings\nworth EUR 20-27 billion over 2018-2040, compared to a\nscenario where no policy intervention at EU level is made (the\nbaseline), thanks to reduction in administrative costs (i.e. costs\nrelated to the management and exchange of transport information and\ndocumentation). This is equivalent to 75-102 million hours\nsaved yearly. Road transport operators, 99% of which are SMEs, are\nexpected to benefit of about 60% of all industry administrative\ncosts savings. Positive environmental impacts are also expected,\ndue to a decrease in road transports modal share in 2030\nrelative to the baseline.
