\nBACKGROUND: road transport was responsible for\nabout 22% of the Unions total greenhouse gas emissions in\n2015. Tyres, mainly because of their rolling resistance,\naccount for 5% to 10% of vehicles fuel\nconsumption.
\nIn 2009, the EU adopted two sets rules relating\nto tyres:
\nThe Commission has reviewed the effectiveness\nof Regulation (EC) No 1222/2009 and identified the need to update\nits provisions to improve its effectiveness by modifying and\nenhancing some of its provisions to clarify and update their\ncontent, taking into account the technological progress for tyres\nover recent years.
\nImproving the labelling of\ntyres will give\nconsumers more information on fuel efficiency, safety and noise,\nallowing them to obtain accurate, relevant and comparable\ninformation on those aspects when purchasing tyres. This will help\nimprove the effectiveness of the tyre labelling scheme so as to\nensure cleaner, safer and quieter vehicles and to maximise the\nschemes contribution to the decarbonisation of the transport\nsector.
\nTyre labelling forms part of Union legislation\non the energy efficiency of products. This initiative is in line\nwith the Union's energy policy.
\nIMPACT ASSESSMENT: the preferred option\nrevealed the following estimated impacts: (i) increased turnover\nfor business of EUR 9 billion per year by 2030; (ii) 129 PJ annual\nfuel savings by 2030; (iii) 10 Mt annual CO2-eq savings by 2030;\n(iv) decreased noise emission from tyres and resultant health\nbenefits; and (v) greater safety and fewer accidents.
\nCONTENT: this proposal aims to repeal and\nreplace Regulation (EC) No 1222/2009 on labelling of tyres with\nrespect to fuel efficiency and other essential parameters. It\nestablishes a framework for the provision of harmonised\ninformation on tyre parameters through labelling, allowing\nend-users to make an informed choice when purchasing\ntyres.
\nThe proposal aims in particular to:
