PURPOSE: to lay down the multiannual financial\nframework (MFF) for the years 2021 to 2027.
\nPROPOSED ACT: Council Regulation.
\nROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the\nact only if Parliament has given its consent to the\nact.
\nCONTENT: the proposal for the MFF Regulation and the\ndraft\nInterinstitutional Agreement on budgetary discipline, budgetary\ncooperation and sound financial management follow the principles\nand the broad policy objectives set out in the Commission\nCommunication A modern budget for a Union that protects,\nempowers and defends: Multi-annual financial framework 2021-2027\",\nadopted on 2 May 2018.
\nThese proposals provide for a date of application of 1\nJanuary 2021 and are presented for a Union of 27 Member\nStates, taking into account the notification by the United\nKingdom of its intention to withdraw from the European\nUnion.
\nThe main features of the proposed MFF are as\nfollows:
\nMFF structure and ceilings: to support the Union's priorities in a context of EU\n27, and to take into account the integration of the European\nDevelopment Fund into the Union budget, the Commission proposes for\nthe MFF 2021-2027 a ceiling for commitments of EUR 1 134.6\nbillion in constant prices of 2018 equal to 1.11% of EU GNI and\na corresponding payment ceiling of EUR 1 104.8 billion in\nconstant prices of 2018 equal to 1.08% of EU GNI.
\nThe commitment ceilings for the period 2021-2027 are\nbroken down into 7 headings:
\nThe European institutions shall comply with the\nannual expenditure ceilings set out in the Annex.
\nOwn resources: this\nproposal provides that the own resources ceiling should be\nrespected for each of the years covered by the MFF. Should the\nceilings for payment appropriations result in call-in rate for own\nresources exceeding the own resources ceiling, the ceilings of the\nfinancial framework have to be adjusted.
\nThe Commission is proposing together with this\nproposal a legislative package for the reform of the Unions\nOwn resources system, including a proposal for a Council Decision\non the system of own resources of the European Union, including an\nincrease of the ceiling for annual calls for own resources for\npayments to 1.29% of GNI, and 1.35% of GNI in\ncommitments.
\nFlexibility: in the\nfirst years of the multiannual financial framework for the years\n2014-2020, the Union was confronted with unforeseen challenges of\nan unprecedented scale resulting from instability in its\nneighbourhood occasioning security threats and mass migratory\nmovements. In order to mobilise additional financial means for\nmeasures contributing to tackle the above mentioned challenges, the\nflexibility of the MFF was extensively used, in particular through\nthe mobilisation of special instruments established as part of the\nMFF Regulation.
\nThe Commission proposes to enhance and streamline\nflexibility mechanisms, to create a more agile framework while\npreserving the stability that the multiannual framework\noffers.
\nWith regard to special instruments which allow\nentering appropriations in the budget over and above the ceilings\nset in the MFF, it is proposed to:
\nAdjustments and revision of the MFF: the financial framework is presented at 2018 prices.\nThe proposal lays down rules for annual technical adjustments to\nthe MFF to recalculate the ceilings and margins\navailable.
\nIt is proposed that the Commission presents by the\nend of 2023 a review of the functioning of the multiannual\nfinancial framework, accompanied as appropriate by relevant\nproposals for the remainder of the period, including a proposal for\nthe revision of the MFF.
