Full professor of parliamentary law at the Luiss University of Rome. Former lecturer at the universities of Trento, Genoa and Padua. Former magistrate, parliamentary adviser and member of the state Council.
Secretary-general of the Prime Minister's office during the governments of Spadolini (1981-1982), De Mita (1988-1989) and Ciampi (1993-1994).
Commentator on constitutional politics for the daily "la Repubblica". Contributes to the journal "Quaderni costituzionali" and the French quarterly "Pouvoirs". Author of essays and books on public law, including "Il Parlamento" (1991). Knight of the Grand Cross of the Order of the Italian Republic.
