Calls on the Commission and the Member States to establish paid paternity leave of at least ten working days and to encourage measures, legislative and otherwise, enabling men, and fathers in particular, to exercise their right to achieve work-lifefamily balance, one example being to promote parental leave, to be taken either by the father or by the mother, but without swapping between them, until their child has reached a given age;
