2. Recalls that the EU should be ready to tap the potential of third countries with a large population and an emerging middle class, particularly the BRIC countries, where the number of outbound tourists is rising; points out the need for initiatives aimed at promoting tourism and for more flexibility in tourist visa arrangements; considers it advisable, while respecting the Member States' rights and duty to control entry across its own borders, for the European institutions and the Member States to develop, in the context of the common visa policy, a long-term strategy for more coordinated and simplified visa procedures;

Stresses the need to have a more coordinated approach among Member States in tourism-related policy areas, such as innovation, transport, taxation, service quality and the visa regime, while respecting the principle of subsidiarity; urges the Commission to monitor more precisely the implementation of the Services Directive in the Member States with regard to tourism;

Asks for improved mutual recognition by the Member States of professional qualifications in the tourist industry, in order to allow those already working in the sector and those planning to do so to find the best job opportunities and to foster their mobility in the industry; believes that this would help tackle the problems of the seasonal nature of work in this sector, on the one hand, and undeclared work on the other;
