Regrets that the Flexibility Instrument, designed to be used as a last resort, is being mobilised with increasing frequency; strongly urges the Commission to look for more sustainable and structured budgetary solutions, in order to avoid systematically resorting to exceptional mechanisms to address budgetary challenges;
