6a. Considers it regrettable that, taking into account the large existing problems for the integration and reintegration into the labour market in the Union, only few and unambitious reforms on active labour market policies have been made; deplores the excessive cuts that have been made on those policies, mainly in those countries most affected by the crisis; believes that greater coordination and integration of these policies are necessary at national and European level; calls for increased monitoring and sum of results by the Commission and Members States;

9. Welcomes the reduction in youth unemployment rates, but points out that they are still at alarming levels and not necessarily based on net job creation; stresses that job insecurity and underemployment have also risen and that 43 % of young people work in precarious conditions with involuntary part-time contracts or as bogus self-employed workers; calls on the Member States to immediately use all the available budget in an efficient manner to implement the guarantees with at least minimum quality standards;

Deeply regrets that with 26 million children at risk of poverty this issue has only been addressed in one CSR; Reiterates its call on the Commission together with the Member States to tackle immediately this alarming increase through the introduction of a Child Guarantee via long term and holistic measures and to implement the Commission recommendation "investing in children" included in the Social Investment Package;

Takes note of the Commission’s recommendation to reform healthcare systems so that they meet their objectives of providing universal access to high- quality care – including affordable access to medicines, especially those that are life- saving – and to secure respect for the rights of health staff; observes that, as a consequence of the crisis, some Member States have failed to ensure full coverage of public health;
