Stresses the need to build up partnerships between local authorities, education and employment services and the business community to support the creation, implementation and monitoring of sustainable and quality employment strategies and action plans leading to high- quality employment; calls for closer co- operation between education, public administration, businessocial partners, SMEs and civil society, especially student and youth organisations in order to maximise the quality of education and training; highlights that this better cooperation is also crucial for an effective implementation of the youth guarantee;
