Recital 1
(1) OMore than 80% of the population of the European Union is connected to the internet and our daily lives and economies are becomeing increasingly dependent on digital technologies, with citizens becomeing more and more exposed to serious cyber incidents. Future security depends, among others, on enhancing technological and industrial ability to protect the Union against cyber threats, as both civilian infrastructure and military capacities rely on secure digital systems.
