Calls on the Commission to make full use of the changes introduced by Article 260(3) TFEU, in order to encourage Member States to transpose directives within the deadlines laid down by the legislator and hence to ensure that EU legislation is genuinely effective; calls on the Commission to provide information on the use of this new discretionary power, with a view to guaranteeing greater transparency;

Regrets that too many infringement proceedings take a long time before closed or brought before the Court of Justice; calls on the Member States and the Commission to intensify their efforts to resolve infringement proceedingsinitiate preventive measures and alternative dispute resolution (ADR) measures, in order to resolve infringement proceedings speedily and avoid overburdening the Court of Justice;
