Considers it important that partnership contracts and operational programmes provide a comprehensive analysis of the disparities and development needs of territories and integrated strategies to address the specific needs of those geographical areas most affected by unemployment and, poverty and medical ‘desertification’, or of target groups at highest risk of discrimination or social exclusion, with special regard to marginalised communities;
