Calls on the Commission to ensure that the national policies and targets announced in the National Reform Programmes together add up to a level that is sufficiently ambitious to reach the EU 2020 headline targets; expresses its concern about the fact that under the first European Semester this was not the case; calls on the Commission to make sure that all Member States contribute to the headline targets according to their potential and give an exact road map together with the referring timetable for necessary actions;
