Recognises that the internationalisation of SMEs can contribute to greater employment in the European Union and emphasises that internationalisation is a process and that, in order to be successful, SMEs not only require support services in third markets, but also at local level; in addition, administrative and bureaucratic obstacles should be avoided; all EU initiatives must comply with the principle of subsidiarity and should offer a clear additional benefit;
