(3a) Article 4 is replaced by the following: All hauliers established in a Member State who meet the conditions of access to the occupation and access to the market for transport of goods between Member States laid down by Regulation (EC) No 1071/2009 shall have the right to carry out, in the context of a combined transport operation between Member States, initial and/or final road haulage legs which form an integral part of the combined transport operation and which may or may not include the crossing of a frontier. , in accordance with the conditions of the rules on access to the market laid down by Regulation (EC) No 1072/2009.
