Recognises the need to establish, at EU level, an SME export/import facility which would disburse additional support to SMEs via ECAs; considers that, drawing on national best practice, this additional support could involve soft and fixed- interest-rate loans, short-term work capital and refinancing, equity funding, export guarantees (e.g. an export credit guarantee to eliminate commercial and political risks of non-payment), and business insurance solutions, including an export credit insurance to prevent exchange rate risk and business insurance solutions;

Is concerned with the effects of wrongful border injunctions and seizures based on alleged intellectual property rights infringement on the internationalisation of European small and medium sized enterprises; takes notice of how only at the EU borders in 2011, goods were established to have been detained by mistake in more than 2700 cases; requests a thorough evaluation of how such wrongful injunctions and seizures made by third party customs authorities could affect SME foreign investment opportunities to be undertaken by the Commission;
