Notes with great concern that Kazakhstan's legislation obliges websites hosted under a .kz suffix to route traffic through Kazakh territory creating competitive disadvantages for service providers located in other countries and leading to a severe restriction of the open nature of the Internet which is based on the equal treatment of all market actors; calls on non-discriminatory treatment of all service providers and an open environment for competition in the information and communications technologies sector to be lead marks in the Council's and Commission's approach to the Kazakhstan partnership.
