Recalls that full implementation of the Services Directive requires interplay with sector-specific rules that may require extra authorisations, leading to cumulative costs especially for SMEs; calls on Member States to take an integrated approach to the internal market for services in order to ensure legal certainty for consumers and business; calls on Member States at the same time to guarantee a high level of protection for employees and consumers;
