Considers the European Citizens’ Initiative (ECI) to be the first direct democratic instrument to enable citizens to become actively involved in the framing of European policies and legislation; considers that Parliament, as part of its commitment to Europe’s citizens, should do its utmost to ensure that it is an effective instrument;
