Emphasises that the various actions supposedly taken to combat terrorism have in fact been used as a pretext for military attacks, occupations, violations of national sovereignty and the destruction of various countries' basic infrastructure, including, in particular, hospitals, schools and homes, resulting in hundreds of thousands of victims and refugees, above all women and children, who are the most vulnerable members of the population;
