Calls for more detailed research into the opportunity costs involved, given thesocial and environmental opportunities as well as potential costs of the bioeconomy, given the diverse potential impacts of the bioeconomy in relation ton the use of scarce natural resources and the environmental cost of the resultant loss of biodiversity; , biodiversity loss and conservation, as well as the role of EU and Member State funds, particularly with regard to the Common Agricultural Policy, all of which can result in net benefits to employment, biodiversity and the wider environment if managed within a responsible and holistic policy framework;

Calls on the Member States to offer degree courses on the bioeconomy and to develop vocational training programmes to ensure that the EU plays a pioneering, innovative and leading role in this field; notes the potential role for delivering rural apprenticeships in partnerships with local education providers and utilising funds such as the Rural Development Fund, to develop transferable skills amongst young people in rural areas in order to better exploit the potential new employment opportunities arising from innovation in the bioeconomy and agriculture sector;
