Welcomes the positive results of the Juncker investment plan; stresses that cohesion policy and the European Fund for Strategic Investments (EFSI) are complementary, but that one cannot be a substitute for the other, irrespective of the level of development of the regions; calls for establishing clear boundaries between the EFSI and Cohesion Policy together with clear opportunities for their combination;
