Believes that obligations of independence can only be fulfilled if NRAs’ regulatory functions are separated from activities associated with ownership or control of a postal operator; considers that senior NRA officials should not be permitted to work for the public postal operator or other interested parties immediatelywithin at least six months after leaving the NRA, with a view to preventing conflicts of interest;

Asks the Member States and the Commission to improve transparency as regards pricing conditions and service performance (delivery options, final delivery, reliability), especially when it comes to e-commerce; stresses the importance of affordable cross-border delivery prices in closing the gap betweenand supports measures that increase consumer awareness and capacity to compare domestic and cross- border prices structure; calls on the Commission to explore why prices on some cross-border routes are higher in one direction than the other;
