Article 7a Amendment to Regulation (EC) No 1005/2008 Regulation (EC) No 1005/2008 is amended as follows: In Article 42, the following paragraph is inserted: "1a. The Commission shall be empowered to adopt a delegated act to sanction a Member State by freezing and/or decreasing funds from the European Maritime and Fisheries Fund (EMFF) if a Member State fails to apply a point system for serious infringements."
