Article 2 – paragraph 1
This Directive shall apply to emissions of the pollutants referred to in Annex I from all anthropogenic sources occurring in the territory of the Member States, their exclusive economic zones and pollution control zones.

1. Member States shall, as a minimum, limit their annual anthropogenic emissions of sulphur dioxide (SO2), nitrogen oxides (NOx), volatile organic compounds other than methane (NMVOC), ammonia (NH3), and particulate matter (PM2,5) and methane (CH4) in accordance with the national emission reduction commitments applicable from 2020 and 2030, as laid down in Annex II.

Article 5a If in a given year a Member State finds that it cannot comply with the emission reduction commitments laid down in Annex II, it may fulfil those commitments by averaging its national annual emissions for the year in question and the one or two years preceding that year, provided that this average does not exceed its commitment.
