1. The Commission shall keep a central register for the data reported in accordance with Articles 4 and 5. The register shall be publicly available with the exception of data entries 1, 24, 25, 32, 33, 39, 40 and 4073a specified in Part B of Annex I, for which upon request, the Commission shall provide data to third parties and in accordance with Regulation (EC) No 1367/2006 of the European Parliament and of the Council.

Article 8a CO2 standards for heavy-duty vehicles By 30 June 2018, the Commission shall come forward with a legislative proposal on standards for CO2 emissions from heavy-duty vehicles by 2025 in line with the European Union’s climate goals. The Commission shall develop an on-road compliance verification test carried out by the OEM on a mandatory basis. To ensure that there is no discrepancy between the simulated and actual CO2 values of a complete heavy-duty vehicle the test shall be carried out under the supervision of an independent body. The possibility of having third parties performing independent testing shall be allowed. The tests and results shall be monitored and reported in accordance with this Regulation. The Commission shall ensure that the results are available on request to third parties.
