(43) Reflecting the importance of tackling climate change in line with the Union’s commitments to implement the Paris Agreement and the United Nations Sustainable Development Goals, this Programme will contribute to mainstream climate actions and lead to the swift achievement of an overall target of 2530% of the EU budget expenditures supporting climate objectives74 . 2. The Programme may provide funding in any of the forms laid down in the Financial Regulation, including notably procurement by the Commission or funding body, by grant beneficiaries individually or jointly as a primary form of the action as well as grants and prizes. ItProcurements may authorise the award of multiple contracts within the same procedure and may provide for place of performance conditions in line with applicable international procurement agreements. The Programme may also provide financing in the form of financial instruments within blending operations.
